Creative Corrections is actively recruiting exceptional candidates to be considered for PREA Auditor positions located in the Continental United States (CONUS). This is a contract role within the U.S. Department of Homeland Security (DHS), The Office of Enforcement of Removal Operations (ERO), The Office of Field Operations (OFO), The U.S. Border Patrol (USBP), and organization elements of the U.S. Customs and Border Protection (CBP).

POSITION DESCRIPTION
Creative Corrections is under contract with DHS and seeks to acquire professional auditing services in order to obtain certification of compliance with the DHS ICE PREA Standards.  The standards establish robust safeguards against sexual abuse and assault of individuals in ICE and CBP custody. These standards prescribe a wide range of requirements for ICE's long-term immigration detention facilities and ICE's and CBP's short-term holding facilities with regard to preventing, detecting, and responding to incidents of sexual abuse and assault. These requirements include screening, assessment, staff training, detainee education, reporting, coordinated response, medical and mental health care, investigation, and data monitoring.

DUTIES AND RESPONSIBILITIES

  • Provide high-quality reports including, but not limited to, audit activities, audit findings, areas of non-compliance, recommendations, significant event observations, and findings.
  • Follow instructions provided on each report template and within any supplemental guidance documents as outlined by the DHS PREA audit instrument.
  • Conduct on-site visits, in order to accurately assess compliance at ICE immigration detention facilities and ICE and CBP holding facilities.
  • Receive and review facility data and documentation prior to the on-site phases of the audit; conduct on-site inspections; observe programs and activities, interview a representative sample of staff, contractors, and volunteers, as applicable; individually interview a representative sample of detainees aligning and conduct detailed reviews of documents and reports.
  • Independently verify the facility is in compliance with DHS PREA Standards, as well as objectively defend the rating given and open to government leadership interpretation of standards.

MINIMUM QUALIFICATIONS

  • A U.S. Citizen or Legal Permanent Resident.
  • Must hold active DOJ PREA certification.
  • A Bachelor's degree or higher, or at least 3 years of experience conducting DHS or DOJ PREA Audits.
  • Three years of specialized experience in auditing, monitoring, quality assurance, and/or investigations, attained in a federal and/or state prison, local jail, or any Federal Government agency that oversees incarcerated individuals such as but not limited to, the BOP or ICE.
  • Must have resided in the United States or its Territories for three or more years out of the last five.
  • Experience in law enforcement, investigative, advocacy, monitoring, and quality control experience that is related or has a nexus to corrections, detention, or short-term confinement operations, including federal, local, and state departments of corrections/detention personnel.
  • Demonstrated experience as an auditor performing quality assurance or monitoring at corrections or detention locations.

PREFERRED QUALIFICATIONS

  • Demonstrated excellent oral and written communication skills, including the ability to communicate effectively to all audiences.
  • Demonstrated proficiency in Microsoft Office applications, including but not limited to Outlook, Word, etc.
  • Demonstrated ability to work in a team and independently.
  • Demonstrated attention to detail, while maintaining timeliness and control over multiple elements.
  • Demonstrated experience in detention/ incarceration and/or short-term confinements.
  • Demonstrated experience in analyzing, monitoring, or studying conditions of civil or criminal detention.

SECURITY CLEARANCE
Field Background Investigation by the Office of Professional Responsibility Personnel Security Unit (OPR-PSU) will be required for all Auditors.

PLACE OF PERFORMANCE
PREA audits shall normally be performed at DHS facilities in the Continental United States (CONUS) and seldomly Outside the Continental United States (OCONUS). OCONUS locations may include Alaska, Hawaii, U.S. Territories, and Possessions.
