Creative Corrections is actively recruiting exceptional candidates to be considered for a Police Advisor Level 3 position located in Washington, DC. This will be a contract role within the U.S. Department of State. The U.S. Department of State supports the implementation of the Multinational Security Support (MSS) mission for Haiti to respond to the Government of Haiti’s request for a specialized force to provide security and stability in the face of increased gang violence. The MSS objective is to support the Haitian National Police (HNP) as it undertakes complex anti-gang operations, protects Haitian citizens, and regains control of gang-held territory. The MSS was authorized by the United Nations on October 2, 2023, in resolution 2699. The government of Kenya is the lead nation for the mission, with support from the international community to fund, staff, and equip the mission.
The Bureau of International Narcotics and Law Enforcement Affairs (INL) Office of Western Hemisphere Programs (WHP) supports multiple aspects of the MSS including, but not limited to, pre-deployment or sustainment training for participating officers (including on human rights and the appropriate use of force); enabling logistics and life support services, such as
transportation, lodging, and light refurbishment at base facilities, and; an international mechanism for personnel support for participating officers in the planned MSS, subject to rigorous vetting and oversight protocols.
INL works closely with U.S. government partners, international donors, and international organizations in the establishment of the MSS. INL also maintains a separate, but related, bilateral effort with the government of Haiti to train, equip, and develop the professional capacity of the HNP to re-establish and sustain citizen security throughout Haiti. The core mandate of the MSS to support the HNP in conducting anti-gang operations, protecting Haitian citizens, and regaining control of gang-held territory requires close daily coordination between the MSS and the HNP at the strategic, operational, and tactical levels. The provision of police advisors to the MSS will ensure a coordinated approach across MSS lines of effort and in collaboration with the INL team in Port-au-Prince (INL/PAP) and other relevant contributors to HNP development such as the Government of Canada and the United Nations Integrated Office in Haiti (BINUH).
To ensure the coordinated operations of the MSS, the USG, and Kenya are developing Headquarters and Support Office structures to be staffed by Kenya and other international partners to the mission. The headquarters office is expected to be based in Port-au-Prince and co-located with the mission base. The MSS Support Office is anticipated to be in the United States, likely Washington, D.C. or Miami. These proposals are not finalized and are subject to change
POSITION OVERVIEW
TITLE: Police Advisor - Level 3
LOCATION: Washington, DC.
SECURITY CLEARANCE: A Secret security clearance is required for this position; however, the contractor may begin work with an interim Secret security clearance.
POSITION DESCRIPTION
As a Police Advisor (PA) to the MSS, the incumbent assists MSS mission leadership in the daily requirements of the Headquarters (Port-au-Prince) and Support Offices (location to be determined, potentially Washington, D.C. or Miami). Pending the establishment of the Headquarters and Support Offices, the PA will be temporarily detailed to the MSS Interagency Working Group (IWG) based in Washington, D.C. to familiarize with relevant aspects of the mission, develop points of contact, and provide support to the ongoing mission development tasks consistent with the duties outlined in the Statement of Work.
The PA will assist the IWG, MSS/HQ, and MSS/SO by advising, monitoring, and managing functions concerning planning, operations, logistics, equipment, and oversight/accountability for the effective, efficient, and accountable functioning of the MSS. The PA is responsible for assisting mission leadership in monitoring, advising, and collaborating with MSS donor entities (including countries, regional blocs, international organizations, non- governmental organizations, and private entities) in the effective and coordinated provision of equipment and/or logistics support. The PA will also support mission leadership in mission planning and operations, to include close collaboration with the INL/PAP advisors implementing bilateral programs with the HNP. In addition to close collaboration with INL/PAP, the PA will coordinate effectively with other MSS Headquarters and Support Office staff to ensure a highly integrated approach to planning, operations, logistics and equipment support for the MSS mission.
PERIOD OF PERFORMANCE
The period of performance for this order will be one (01) year from the date of award with the option to exercise four (04) one-year option periods, subject to performance, need, and funding.
DUTIES & RESPONSIBILITIES
Assess/Advise
- Participate in the continual analysis and evaluation of Haitian National Police and associated criminal justice institutions (e.g., justice and corrections) to include assessments of the organizational and operational capacities of the various elements of the HNP and other related criminal justice agencies; provide recommendations to key MSS stakeholders to help inform MSS decision points.
- Provide expertise on public security issues in Haiti to MSS leadership, the MSS IWG in Washington, the INL/PAP Director or their designee, other relevant Embassy officers, and INL’s Washington DC-based program office. Analysis and evaluation will cover all or specific elements of the HNP capacities and competencies throughout Haiti. Assessments will include analysis of HNP operational effectiveness across the spectrum of modern police operations, leadership, training, public relations and communications, transparency, incident command and response.
- Provide technical assistance to MSS and HNP leadership, as requested and in coordination with INL/PAP, in improving operations, investigations, police administration, resource management, internal discipline procedures, and overall reform efforts.
Coordination:
- Under the direction of the INL COR, coordinates with MSS staff, INL, and other stakeholders as needed, to ensure extensive collaboration on all aspects of portfolio.
Mission Planning, Development, and Execution:
- Plan, develop, and execute relevant MSS projects in accordance with directives from MSS leadership, the MSS mandate, and identified parameters.
- Work with MSS stakeholders to monitor and report on significant developments, evaluate results, and support necessary mid-course adjustments.
- Provide feedback to INL/PAP Director and MSS leadership to improve HNP training and technical assistance projects.
- Support MSS leadership on all phases of project execution from development though implementation, including planning, scheduling, budgeting, monitoring, and coordination, as required.
End Use Monitoring:
- As needed for any commodities provided directly by INL to the MSS, and in coordination with INL/PAP, ensure U.S. Government-provided commodities are effectively used and actively prevent fraud, corruption, waste, or mismanagement of projects though continuous oversight and end use monitoring at all sites.
Working and Oversight Responsibilities:
- As directed by the COR, assist with management of projects and advise MSS leadership on implementation of projects to achieve MSS objectives.
Briefing and Reporting:
- Prepare, coordinate, and ensure the timely issuance of one-time and periodic status reports and program reviews on MSS projects.
- Attend all required MSS briefings and brief as required on relevant lines of effort.
MINIMUM QUALIFICATIONS – POLICE ADVISOR LEVEL 3
- U.S. Citizen.
- Bachelor’s degree from an accredited institution in international relations, law enforcement, public policy, or related field (8 years professional law enforcement experience can be substituted).
- Eight to twelve years of experience with U.S. law enforcement in a sworn position or the
- U.S. military police.
- Experience briefing in English.
- Preference of demonstrated experience working overseas in an Embassy environment.
- Two years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs).
- Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style.
PREFERRED QUALIFICATIONS – POLICE ADVISOR LEVEL 3
- French and/or Haitian Creole language capability at or above the Foreign Service Institute’s defined 3/3 level (Fluent Proficiency) or equivalent. Incumbent will be routinely working in a French language-only environment.
- Basic computer skills, including experience with Microsoft Office programs.
- Over fifteen (15) years of professional level work experience in the area of law enforcement operations, management, curriculum development, and/or training, including experience implementing UN Peace Keeping Operations. Career path will have included jobs with increasing scope and responsibilities.
- Experience working in Haiti in the security sector, or security sectors in other Francophone countries.
- Three years specialized experience in one or more of the following areas in a position of decision-making: tactical planning, patrol, investigation, and/or incident response operations, logistics, and/or equipment procurement, maintenance, and accountability).
- A minimum of one (01) year of experience working overseas in a post conflict or reconstruction program.
- Experience working with multinational teams.
LEVEL OF EFFORT
Hours for this full‐time position will be the core hours of the MSS, 40 hours per week, with the days of the week to be determined and communicated in advance by the COR.
POSITION LOCATION
The position is located at the MSS Support Office in Washington, DC.
CLEARANCE REQUIREMENT
A Secret security clearance is required for this position; however, the contractor may begin work with an interim Secret security clearance.
