Creative Corrections is actively recruiting exceptional candidates to be considered for a Senior Budget Analyst position located in Washington, DC. This will be a contract role within the U.S. Department of State. The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. POSITION OVERVIEW
TITLE: Senior Budget Analyst
LOCATION: Washington, DC.
SECURITY CLEARANCE: A Secret security clearance is required for this position; however, the contractor may begin work with an interim Secret security clearance.

POSITION DESCRIPTION
The purpose of this Third-Party Contract (TPC) is to advise SAO leadership and INL program teams on the range of resources that are available for each country or thematic program in their portfolio. This position will work with SAO leadership to take a bureau-wide view for developing out year budget requests and allocations of appropriated INCLE, justifying them to Department leadership and OMB, and ultimately allocating and completing all pre-obligation reporting requirements for appropriated funds managed by INL. Critical to this work is drafting and shepherding through clearance the funds approval packages that secure INL senior leadership, the Department, and OMB approval for INCLE funds. This position maintains strong relationships with other divisions in SAO, INL program teams, F/FAO, and contacts in regional or functional bureaus within the Department. They also prepare responses to F, FAO, Regional Bureaus, OMB, and Congress that cover how INL has allocated and programmed funding in their assigned portfolio. This position may represent
PERIOD OF PERFORMANCE
The period of performance for this order will be one (01) year from the date of award with the option to extend for six (06) months subject to performance, need, and funding. The INL Contracting Officer (CO) will notify the Vendor of the Government’s intent to exercise an option prior to the end of each performance period in accordance with FAR 52.217-8.
DUTIES & RESPONSIBILITIES
• Serves as senior expert for budget planning and advises division leadership for a foreign assistance account that is appropriated approximately $1.4 billion annually; independently develops budget justifications, programming memos, and reprogramming actions; and leads implementation of internal financial controls.
• Identifies and resolves complex funding problems; makes authoritative recommendations on resource allocation, budget execution strategies, and financial management improvements that are typically accepted without significant change by senior leadership.
• Leads coordination with mid-level and senior program office colleagues on funding requests; serves as bureau lead and subject matter expert working with other budget and foreign affairs personnel throughout the Department, other agencies, OMB, and Congress.
• Provides advice and guidance to division leadership and stakeholders on budget and financial management matters; analyzes and interprets OMB directives and Federal guidelines; drafts budgetary policies, procedures, and instructions for bureau-wide application.
• Tracks, analyzes, presents, and reports on multi-year appropriations and pipelines to the Department, OMB, Congress, and oversight entities; prepares periodic and ad hoc budget implementation reports for senior leadership and external stakeholders.
• Leads financial briefings to senior office and bureau management; prepares materials for Congressional and OMB hearings, and responses to Congressional questions; participates in resource-focused meetings with bureau leadership, OMB, and Congressional staff.
• Conducts comprehensive reviews, audits, and monitoring of funds control activities; ensures compliance with appropriations law and regulations; develops and implements financial standard operating procedures and oversight guidelines.
• Implements and oversees monitoring and control systems to ensure funds are obligated and as approved; ensures effective internal controls are in place to prevent waste, fraud, and mismanagement.
MINIMUM QUALIFICATIONS
• U.S. Citizen.
• A bachelor’s degree from an accredited institution, and two to ten years’ experience at the equivalent GS-12 or higher level; or an Associate's degree from an accredited institution and a minimum of twelve (12) years’ experience at the equivalent GS-12 or higher level.
• Proficient in Microsoft Office Suite; strong multi-tasking and organizational skills.
PREFERRED QUALIFICATIONS
• Demonstrated experience working with the Department of State.
• A Master’s degree from an accredited institution, and two to ten years of experience at the equivalent GS-13 or higher level; or a Bachelor's degree from an accredited institution and a minimum of eleven years of experience at the equivalent GS-13 or higher level.
• At least two years of experience in providing budget analysis and/or financial management in a foreign assistance setting.
• Demonstrated experience of obligating mechanisms and foreign assistance awards.
• Demonstrated experience with international organizations or multilateral settings.
• Demonstrated experience developing and implementing programs focused on drug control and/or criminal justice, or other foreign assistance programs.
LEVEL OF EFFORT
Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day. The level of effort for this position is equivalent to a Budget Analyst Level 4.
POSITION LOCATION
The physical work location is the INL/SAO/AC office at State Annex 1 (SA-01), Columbia Plaza, 2401 E St. NW, Washington, DC 20520.
CLEARANCE REQUIREMENT
A Secret security clearance is required for this position; however, the contractor may begin working with an interim Secret clearance.
