Overall Job Summary

The Manager IT Portfolio Effectiveness ensures that the IT portfolio of projects is aligned with company strategies, balanced with resource capacity, planned in effective releases and maximizes value to the company.  This role provides leadership and direction of the project/program management function and drives standardization of methodologies, governance and tools. This role requires a highly-collaborative, motivated and results-oriented person that will be tasked with tracking and driving outcomes for a high value portfolio of IT programs and projects across the enterprise. This individual will ensure business alignment with executive team members and sponsors; and will create the ability to adapt to the needs of the business and to stay ahead of the curve. This position includes management of the enterprise IT project portfolio governance process, analysis of portfolio investments, and reporting to enable effective decision making and delivering business value for CNO.

Key Job Responsibilities and Accountabilities:

  1. Manages standardization of methodologies, governance for IT project and program management areas.
  2. Provides a single view of the IT Portfolio of projects, including clarity and visibility into work performed by IT team and capacity to IT Leadership and business partners through dashboards, metrics, reports and other methods.
  3. Manages a project portfolio process that is connected to the demand management process to manage business expectations and obtain commitment from IT to deliver.  Tracks and recommends adjustments to program and project resources.
  4. Ensures demand is balanced with available IT capacity; makes recommendations on resource efficiency based on the overall portfolio.
  5. Accelerates response to changes or circumvention of issues via the portfolio control process. Analyzes the portfolio performance and recommends ways to improve it.
  6. Provides overall portfolio metrics such as Portfolio Health, Portfolio value/benefits, Time to Market, Financial. Develops methods and tools to track and monitor performance of IT project work
  7. Define and implement Portfolio Effectiveness operating procedures and processes. Recruit, train and mentor high-quality individuals to participate on the Portfolio Effectiveness team
  8. Evaluate, select and implement applications and tools to support the Portfolio Effectiveness function.

  10. Build a high performing IT Portfolio Effectiveness team, that operates with a culture of business and customer centricity. May manage service provider resources or contractors as needed.
  11. This role does not have any direct reports.

Skills, Knowledge, and Abilities:

  1. Solid knowledge of Project Management tools, methodologies, and practices. Strong ability to project manage across the enterprise.
  2. Possesses a distinctive blend of business, IT, financial and communication skills, as this is a highly visible position with substantial impact.
  3. Provides and contributes to an environment of taking smart risks to enable creative thinking and constantly push continuous improvement

  7. Excellent written, verbal and presentation skills.
  8. Strong knowledge of Microsoft Office Suite and other related business software.

Education and Experience:

  1. Requires BA/BS in Computer Science, IT or related field.
  2. Typically requires a minimum of five to seven years of IT project/program management experience; ability to manage across geographically diverse associates and vendor partners preferred.
  3. Experience leading multiple programs of various levels of size and complexities.
  4. PMP Certified
