LEAD, DATA MANAGEMENT

 

CONTRIBUTING TO THE CMPA

In collaboration with all CMPA departments, the Research, Analytics, and Privacy group (RAP) leads several enterprise management processes. The core functions include privacy management, records and information management, business intelligence, enterprise data governance, advanced analytics, and research.


The Data & Business Intelligence (BI) team oversees all infrastructure that supports the data analysis and data management of CMPA business information while enabling data governance teams federated across the CMPA. BI administers and maintains analytical systems and maintains an enterprise data warehouse that provides historical, current, as well as predictive views of business operations. The team services all internal users with traditional report development and distribution, complex custom ad-hoc information requests, as well as supports the needs of other analytics teams by providing and regularly updating data subsets.

 

POSITION OVERVIEW

Reporting to the Manager, Data & Business Intelligence and working closely with the BI Architect, and data stewards, the Lead, Data Management plays an integral role in the management of the Association’s corporate data assets. This role provides expertise and leadership in data quality improvement, metadata management, and data stewardship activities while promoting the acceptance of an enterprise view of data and its use across the organization.

 

The Lead, Data Management leverages industry best practices and their deep knowledge of data management fundamentals to inform data quality improvement efforts in collaboration with data stewards and teams across the Association responsible for the collection of, maintenance of, and/or creation of data. Responsible for the design, automation, and federation of metadata capture, the Lead, Data Management leverages modern technologies to support the Association’s ability to understand and interpret data via data dictionaries, data glossaries, lineage, and other metadata.

 

In addition, this role oversees the work of the Data Management Analyst and oversees all data stewardship activities by partnering with a network of named data stewards, each responsible for one or more data domains and regularly cooperates with data owners to assign and/or replace stewards as change occurs.

 

POSITION ACTIVITIES

Data Quality Improvement

  • Performs needs assessment, gap analysis, and data analysis on a variety of datasets
  • Leads discussions, vendor selection, and the implementation of solutions and the acquisition of new data and/or changes to data, ensuring the maintenance of data quality
  • Leads, coordinates, and promotes data stewardship activities and projects
  • Performs analysis to facilitate resolution of data issues with key CMPA stakeholders (data stewards, data owners, source system experts, and knowledge experts) that surface within data governance initiatives
  • Leverages expertise and industry knowledge to plan future data quality management initiatives and create related standards, processes, and/or procedures

 

Metadata Management

  • Leads and provides subject matter expertise and guidance to data stewards and other teams, enabling the capture/creation/use of metadata
  • Leads, coordinates, and promotes metadata management activities and projects
  • Coordinates activities that respond to data accessibility and metadata questions and/or explains data models
  • Leads the development of data quality and metadata management solutions (meta-data repository, master data management, etc.)
  • Leads discussions, vendor selection, and the implementation of solutions and/or the acquisition of new tools and technologies that enable metadata management capabilities, ensuring business needs are fulfilled
  • Ensures metadata management tools and technologies are appropriately updated and administered in partnership with ITS and others in BI

 

Team Management

  • Manages performance of direct reports and provides coaching and regular feedback including the mid-year and annual performance appraisals
  • Connects and builds networks with the Managers, Supervisors, and Team Leads within the CMPA
  • Promotes career development and ongoing training and development of direct reports
  • Attends leadership forum and group management meetings and disseminates information and issues within their and the larger BI teams
  • Supports the communication of Association and departmental objectives to staff. Translates department goals into objectives, work plans, and projects for their team
  • Participates in the interview, hiring process and orientation of direct reports
  • Chairs data stewardship meetings and reports back to the data oversight committee regularly

 

Other Activities

  • Creates and maintains data management frameworks, policies and procedures and ensures alignment with privacy management, information management and security management artifacts
  • Supports and at times leads other data governance projects, including status reports and issue resolution within the team
  • Collaborates with BI team members, data stewards, ITS team members, and data analysts to achieve objectives; partners with Information Security and Privacy teams to ensure appropriate data security and privacy policies and appropriate access to data
  • Leads and coordinates training users on data quality and metadata management concepts, data standards and procedures, including development of any required training materials, corporate data policies and procedures, and other information (at times in collaboration with the Operational Learning and Collaboration team)
  • Provides input into the project plan and schedule throughout the life cycle of a project
  • Remains vigilant of industry and technological changes to improve knowledge and working skills related to areas of expertise and new technologies
  • Ensures smooth and timely integration of new data management technologies
  • Maintains knowledge of CMPA business processes and business rules and industry best practices

 

EDUCATION AND EXPERIENCE

  • 4 year bachelor’s degree preferably in computer science or a related field of study; master’s degree an asset, relevant professional designation(s) with a mix of post-secondary education and experience an alternative
  • Minimum of 10 years of relevant and progressive experience with a minimum of 4 years of data governance experience (gap analysis, metadata management, data governance, data stewardship, etc.) and preferably a minimum of 2 years of people leadership experience
  • Professional designation as a Certified Business Intelligence Professional, Certified Data Management Professional, Certified Data Professional, or Project Management Professional is considered an asset
  • Strong understanding of data warehousing methodologies
  • Experience interacting with all levels within an organization is essential
  • Experience managing a small team of professionals
  • Experience working in and leading cross-functional teams in a project based environment
  • Experience leading the development and delivery of successful data management solutions
  • Experience writing data definitions and maintaining metadata
  • Experience writing training guides and materials
  • Strong understanding of business processes (Finance, Customer Relationship Management (CRM), Risk Management, and Corporate Performance Measurement) is an asset
  • Experience working with cloud based technologies; Workday and/or SugarCRM experience is an asset
  • Experience maintaining corporate data models using modelling software such as Erwin is an asset
  • Experience working with medico-legal data and/or financial reporting experience is an asset
  • Previous experience in business analyst roles is an asset

  • Strong SQL coding skills are essential; Oracle, PL/SQL, and Unix scripting experience are considered an asset
  • “Power User” competency with Business Intelligence Online Analytical Processing and reporting tools and applications (IBM Analytics, SAS, Excel, etc.) is highly desirable

 

POSTING DETAILS

  • Job type: This is a regular full-time opportunity.
  • Salary range: $112,600 to $150,700 annually - classified as a level 10.
  • Location: Fully Remote Job. You can work from a home-based office anywhere in the provinces of Ontario and Québec. If you prefer, you can choose to work out of CMPA’s office in Ottawa, ON near the beautiful Dow’s Lake.
