The individual in the position allocated to this class is responsible for the Systems and Network division in the Information Technology (IT) Department that manages and supports on-premise and cloud information systems as well as enterprise LAN and WAN network infrastructure.
Systems responsibilities include the design, deployment, administration and monitoring of the enterprise-level compute and storage systems, including but not limited to the areas of SaaS/PaaS cloud, data-center and remote office deployments. Additionally, the administration of enterprise support systems, such as, Active Directory, file services, Exchange/O365, backup and recovery systems, traditional iSCSI and hyperconverged virtualization solutions.
Network responsibilities include the design, deployment, administration and monitoring of regionally dispersed networks including but not limited to IT corporate, PCI, DMZ and other operationally critical networks. Additionally, the administration of enterprise network support systems, such as, DHCP, DNS, physical and software firewall solutions.
Primary responsibilities include the planning, design, and deployment of the enterprise systems and networked devices.
Work is performed under the supervision of the Senior Manager of Technical Services who reviews work performed based on the Essential Job Functions.
Essential Job Functions

- Supports Management. Provides consultation to management and stakeholders on current initiatives as well as potential impacts to other systems or initiatives. Ensures systems and solutions adhere to frameworks and all documentation is maintained appropriately. Identifies best practices and technology-based solutions; and provides proposed strategies to mitigate risk and implement solutions to maximize value to CEC members and employees.
- Supports Users. Ensures stakeholder expectations are managed towards the best technology-based solution. Chairs and facilitates meetings where appropriate. Explores opportunities to maximize value to CEC members and users.
- Communicates. Keeps all affected parties informed of system and network impacts; operational disruptions, maintenance plans, performance issues, etc.
- Manages Systems. Works with management to identify risks, eliminate issues and improve the security which impacts the performance, stability and reliability of the CEC’s IT infrastructure. Creates and maintains comprehensive documentation, plans, procedures and reports. Provides support for major and minor information and control systems projects.
- Manages Network. Works with management to identify risks, eliminate issues and improve the security which impacts the performance, stability and reliability of the CEC’s network infrastructure. Creates and maintains comprehensive documentation, plans, procedures and reports. Provides support for major and minor information and control systems projects.
- Supervision. Provides supervision and professional direction of the division employees, as well as, evaluating their performance, providing training, direction and technical advice. Coordinates activities, resources, equipment and information of inter and intra departmental resources in support of CEC systems and network initiatives.
- Analyzes. Creates, analyzes and disburses reports detailing system and network reliability and performance metrics, as well as, the current and potential future state of CEC’s IT infrastructure.
- Promotes Safety. Practices and promotes safe work habits on a daily basis while documenting safety activities on the proper forms and staying abreast of, adhering to and enforcing the Cooperative Safety Manual. Is held accountable for their own and their employees’ safety performance.
- Other Essential Duties. Each employee is responsible to perform other duties as required to benefit the Cooperative and its members, includes responding to and/or assisting in emergency situations.
Minimum Training and Experience
This position requires a Bachelor’s degree from an accredited college or university majoring in Science, Technology, Engineering, Math or Business, eight (8) years of experience in support of Information Technology (IT) systems and networks, of which four (4) years of experience in the enterprise class systems and networks.
Individuals in this position must maintain a valid State of Florida driver’s license.
This position requires a Microsoft Certified Systems Engineer (MCSE), Cisco Certified Network Professional (CCNP) or equivalent certification to be obtained within twelve (12) months of employment.
Substitution:
Relevant experience supporting Enterprise class systems and networks may substitute for the education requirements on a year for year basis.
Knowledge, Skills and Ability
Working knowledge and skilled in the use of Microsoft productivity toolsets (Microsoft Office, O365, Skype, SharePoint, Teams and Visio) and Microsoft database toolsets (Access, SQL Server).
Working knowledge of major enterprise n-tier information systems preferably those commonly used by electric utilities. Systems such as Customer and Billing, Finance, Geographic, Outage Management, Advanced Meter Infrastructure (AMI), Supervisory Control and Data Acquisition (SCADA), etc.
Skilled in Microsoft Windows and Linux server operating systems deployment and support. Including hardening of systems, troubleshooting systems issues and recovery.
Skilled in Microsoft Windows server services deployment and support. Including but not limited to; Active Directory, Group Policy, Internet Information Services (IIS), DHCP, DNS, Terminal Services, Hyper-V Clustering and File Services (DFS, FTP, etc.), Exchange, etc.
Skilled in deploying, managing and supporting virtualization technology, including but not limited to; Hyper-V, VMWare, Nutanix, traditional iSCSI and hyperconverged solutions.
Working knowledge and understanding of database deployment and support. Including but not limited to Microsoft SQL Server, Oracle, PostgreSQL, MySQL, etc.
Skilled at managing and deploying complex, secure and highly available heterogeneous LAN/WAN/Cloud data and communications solutions. Including a comprehensive understanding of network services and protocols, such as, TCP/IP, BGP, MPLS, HSRP, etc.
Skilled with Cisco Systems IOS/NX-OS and have solid knowledge of enterprise networking and telephony infrastructure including switches, routers and firewalls.
Skilled in the deployment of network performance, reliability and security services firewalls, proxies and load balancers.
Skilled in designing and deploying network services and protocols, such as, layer 2 and 3 implementations of VLANs, subnets, ACLs and 802.1x. Additionally monitoring networks using tools, such as, NetFlow, SNMP, NMAP, Wireshark, etc.
Skilled in configuration and patch management of fireware, operating systems, network devices and applications or services.
Working knowledge of Incident Response management, log analysis, investigation of findings, root cause analysis and event mitigation.
Working knowledge of Security Information and Event Management (SIEM), Intrusion Detection and Prevention System (IDS/IPS) concepts, as well as, defense in depth strategies.
Working knowledge of Critical Information Systems (CIS) controls and North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) standards.
Working knowledge of data loss prevention, anti-virus and anti-malware technologies, as well as, Endpoint Detection and Response (EDR) solutions.
Ability to develop, implement and review system, network and security plans, policies and procedures.
Ability to perform risk assessments and implement mitigation plans for utility enterprise systems.
Ability to design and deploy solutions and policies in support of enterprise security and network technologies for the Cooperative and its members.
Ability to drive standards and support implementations with integrations to and from third parties in the areas of system, network and security infrastructure.
