Classification Summary:
Individuals in positions allocated to this class develop, carry out and evaluate programs for assigned Cooperative's District(s). Primary responsibilities include ensuring the uniform implementation of policies, practices and procedures in all areas of Cooperative matters. Responsibilities also include providing assistance to the General Manager/CEO through effective direction and coordination of the functions assigned to the District(s). This includes reporting on routine performance and expectations related to progress, plans and activities so that the General Manager/CEO may determine adequacy, effectiveness and conformity in meeting the Cooperative's objectives and goals.
Work is performed under the broad general guidance of the General Manager/CEO who evaluates performance through the review of reports and recommendations for improvements.
Essential Job Functions

- Advises and Assists the General Manager/CEO. Advises and assists the General Manager/CEO by planning, developing and implementing realistic and effective programs, budgets and practices in the assigned districts. This includes providing reports and information regarding progress and developments so that the General Manager/CEO may effectively evaluate results.
- Provides Information to Departments. Provides information to the various staff departments in functional areas assigned to those departments so that the departments may effectively discharge their assigned responsibilities and secure the desired results.
- Leadership. Provides supervision, guidance and leadership to all personnel assigned to the district(s). This includes periodic review and development of training for all personnel assigned to the district(s) to ensure timely and accurate completion of all assigned tasks as well as a positive attitude and willing compliance with established policies and procedures.
- Represents Clay Electric. Represents the Cooperative and General Manager/CEO in organizations and meetings at the local, state, and national levels where the objectives of the Cooperative may be served.
- Community Involvement. Participates in activities sponsored by local communities, such as, chambers of commerce, economic development groups, civic groups and other business organizations.
- Provides Direction. Directs the operation of assigned District(s) in such a manner as to effectively manage money, equipment, material and human capital available to assigned District(s) and achieves the goals and objectives of the assigned District(s) in the most efficient manner possible while complying with all applicable regulatory requirements.
- Promotes Safety. Practices and promotes safe work habits on a daily basis while documenting safety activities on the proper forms and staying abreast of, adhering to and enforcing the Cooperative Safety Manual. Is held accountable for their own and their employee’s safety performance.
- Other Essential Duties. Each employee is responsible to perform other duties as required to benefit the Cooperative and its members, includes responding to and/or assisting in emergency situations.
Other Job Duties
- Ensures the prompt completion of records, established reports, and other documentation necessary to assigned District(s) operation.
- Participates in the recommendation of policies and practices for approval by higher authority.
Minimum Training and Experience:
This position requires a Bachelor’s degree from a regionally accredited college or university; and five (5) years of management experience, preferably at a utility, three (3) years of which must have been in a supervisory capacity.
Substitution:
Additional job-related experience may be substituted on a year for year basis for the educational requirements for employees hired, promoted, demoted or transferred into the District Manager position prior to January 1, 2027.
Individuals in this position must maintain a valid State of Florida driver's license.
Knowledge, Skills and Abilities:
Knowledge of engineering, operations management, organizational planning, human resources management principles and motivational techniques in business management principles and practices.
Working knowledge of electrical utility operations.
Ability to effectively exercise supervisory authority with requisite interpersonal skills.
Ability to communicate both orally and in writing to carry out both internal and external, written and oral communications responsibilities with employees, staff, members, professional associations, governmental institutions, agencies, etc.
