Classification Summary:
The individual in the position allocated to this class performs highly advanced, professional, complex technical work associated with the project management, design and development of the internal operational communications needs for the cooperative.
Primary responsibilities include major project planning and management of advanced operational technologies (OT), OT network management, radio telemetry, microwave and mobile radios systems.
Work is performed under the general supervision of the Chief Engineer or a Division Manager who reviews assignments on a periodic basis to ensure that the objectives of the division and the department are being met.
Essential Job Functions

- OT Network. Assumes complete responsibility for the planning, design, support, and management of the fiberoptic cable system, microwave tower, radio telemetry, cellular and any other communications medium of the OT network. This includes developing and maintaining a documentation and technical information library, coordinating the review of hardware and software, review of network utilization, monitoring and testing performance, development of necessary policies and procedures, and any other related tasks.
- SCADA. Consults with other departments on long- and short-term needs of the Supervisory Control and Data Acquisition (SCADA) network. Assists with the design, configuration, integration and support of the SCADA local and wide area networks and all related software and hardware.
- Project Management. Manages capital improvement projects related to building and enhancing the operational communications network. Provides leadership and direction to assigned resources (e.g., contractors, consultants, vendors, and other cooperative employees).
- Cyber Security. In coordination with Operations Support, plans and organizes activities related to both cyber and physical security of the OT network. Responsible for active monitoring and auditing of the network.
- Supervision. Directs, supervises, trains and schedules the work of Engineers, Associate Engineers and other personnel assigned to the section. Directs work of the section in the absence of the Chief Engineer or Division Manager.
- Operation of Equipment. Operates assigned vehicle in a safe and efficient manner and keeps the vehicle clean and orderly, while coordinating any necessary repairs or maintenance items with Fleet Services. Complies with all traffic laws and related safety rules and safe work practices in the Cooperative Safety Manual.
- Reports and Studies. Initiates and carries out important studies, reports and investigations in which a broad knowledge of company practices and policies is necessary.
- Promotes Safety. Practices and promotes safe work habits on a daily basis while documenting safety activities on the proper forms and staying abreast of, adhering to and enforcing the Cooperative Safety Manual. Is held accountable for their own and their employees’ safety performance.
- Other Essential Duties. Each employee is responsible to perform other duties as required to benefit the Cooperative and its members, including responding to and/or assisting in emergency situations.
Minimum Training and Experience:
This position requires a Bachelor’s degree from a regionally accredited college or university with a major in data processing, computer science, information technology, engineering or a related field plus five (5) years of advanced operational technologies and operations network management experience, two (2) years of which was in a lead and/or project manager role.
Cisco Certified Internetwork Expert (CCIE) certification is required.
Individuals in this position must maintain a valid State of Florida driver's license.
Knowledge, Skills and Abilities:
Broad knowledge of local and wide area network technologies and concepts, including Internet protocol routing and topologies, switching technologies, and virtual LANs, etc.
Knowledge of network equipment and operating systems, including configuration of routers, switches and wireless networks and services such as Dynamic Host Configuration Protocol (DHCP) and Digital Network Services (DNS) as well as related protocols and authentication standards.
Knowledge of Active Directory service (ADS) and personal computer operating systems such as Windows and Linux.
Knowledge and experience implementing network security protocols and methodologies that extends beyond the use of basic security tools.
Knowledge of communications protocols such as Modbus, BSap, DNP3, TCP/IP, etc.
Knowledge of the Institute of Electrical and Electronics Engineers (IEEE) and International Society of Automation (ISA) standards applicable to process control and SCADA networks used in the utility industry.
Knowledge of NIST 800-82 and cyber security practices and principles.
Ability to design, configure and support complex WANs.
Ability to troubleshoot hardware and software system problems.
Ability to lead cross-functional technical teams, including system engineers, network engineers, system administrators, and external contractors in area of responsibility.
Strong verbal and written communication skills with the ability to communicate complex ideas and designs to both technical and non-technical staff.
