Position Overview:

The Traffic Technologist position plays an important role on Kitchener’s Transportation Services team providing transportation related technical guidance and expertise to consultants, project engineers, contractors and other stakeholders. This position supports the implementation of Kitchener’s Vision Zero strategy by addressing street safety issues related to traffic and other street users, and through investigating and analyzing recommends and implements solutions to improve Kitchener’s transportation network.

 

Responsibilities:

  • Coordinates, maintains, and analyzes the City’s Street safety programs in including Vision Zero and Seasonal Traffic Calming, and the Uniform Traffic Bylaw.
  • Investigates, inspects, and analyzes traffic, parking, and construction related issues and recommends and implements solutions.
  • Implementation of the Complete Street Guidelines, Transportation Master Plans, and Vision Zero through road designs, safety improvements projects and roadway reconstruction projects.
  • Coordinates and maintains the City's traffic data collection program.
  • Creates pavement marking plans, pre-mark details in the field and oversees the installation.
  • Provides mentorship and coaching to co-op students including developing work plans and participating in candidate selection activities.
  • Writes reports to Committee and Council recommending various traffic and/or parking control measures, amendments to traffic and parking by-laws, and potential solutions to other traffic/parking related concerns, in response to investigating, inspecting, and analyzing traffic/parking related issues.
  • Coordinates, prepares, implements, analyzes, and occasionally conducts traffic surveys.
  • Coordinates studies with external agencies.
  • Inputs collected data into traffic inventory database to be used in GIS applications.
  • Coordinates the Speed Advisory Program (neighbourhood education through the use of radar guns and LED displays).
  • Processes, evaluates, analyzes, and presents recommendation reports to Council regarding permanent lane, alley, and walkway closure applications.
  • Develops and administers annual program for the collection of data for the City of Kitchener Road System Information Database.
  • Prepares, maintains and analyzes a City-wide collision database.
  • Provides construction coordination back up as needed.
  • Performs other related duties as assigned.

 

Requirements:

  • Must be reliable with good attitude and employment record.
  • Must have the ability to support and project values compatible with the organization.
  • Must have a minimum three-year Transportation Engineering Technology degree or related diploma.
  • Must have a minimum of one year experience in a related field.
  • Must be a Certified Engineering Technologist with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) or be eligible obtain the C.E.T. designation.
  • Must have demonstrated knowledge of civil engineering technology, construction procedures and costs, road design, inspection, surveying, drafting, transportation planning, mathematics, reading and writing skills, and interpretation of statistical data.
  • Must have demonstrated knowledge of highway and urban road design principles and relevant Provincial standards, as well as administrative policies and procedures, pertinent regulations and legislation, including the Highway Traffic Act, Ontario Traffic Manuals, Occupational Health and Safety Act, Ontario Provincial Standards Specifications, Standard Drawing Manuals and Transportation Association of Canada.
  • Must have highly developed organizational and problem-solving skills.
  • Must have demonstrated excellence in verbal and written communication skills.
  • Must be proficient in the use of computers utilizing Microsoft Office products, Access and GIS, TES, AutoCAD and related traffic engineering software.
  • Must have a valid MTO class G drivers’ license in good standing and use of a personal vehicle for City business.
  • Must have exceptional interpersonal skills and an ability to deal with a wide variety of people.
  • Must have the ability to participate as an effective team member.
