Position Overview:

 

As the Project Manager (Community Services), you’re an integral part of the City’s service culture who takes pride in making a difference and building a vibrant community. You are an experienced project manager and exceptional communicator.

 

You have a proven track record of managing complex and high-profile capital and strategic projects using project management best practices. You’re a natural planner who pays attention to detail and can work effectively with diverse groups of stakeholders to achieve a common goal and complete projects. You work well with others and build strong relationships with staff, customers, and citizens.

Reporting to the Manager, Service Improvement & Coordination (CSD), the Project Manager (Community Services), will work closely with members of the senior management team, City Council, and key community partners to advance significant capital and strategic projects within the Community Services Department.

 

Responsibilities:

  • Provides expert project management support on high-profile and complex projects (e.g., community centre construction, expansions and redevelopment.
  • Ensures projects are implemented using industry standard project management principles and tools.
  • Supports department and strategic planning initiatives led by the DCAO/Department Head including, but not limited to, business cases, needs assessments, master plans (e.g., Leisure Facilities Masterplan), service and re-organization reviews.
  • Ensures equity, diversity and inclusion are key considerations in community projects by working closely with the Community Engagement Consultant and the Equity, Anti‐Racism, and Indigenous Initiatives Division to develop effective community engagement plans.
  • Develops strategic management plans; organizes and coordinates public engagement processes including neighbourhood meetings, notices, alternative engagement formats and coordination of comments for feedback on community projects.
  • Manages complex and high-profile relationships with stakeholders and partners (e.g., Kitchener Rangers, EMS, Neighbourhood Associations) on significant community projects with competing priorities not only within the City of Kitchener, but across the Region.
  • Writes staff reports, caucus reports, and delivers presentations to City Council to secure approval of project recommendations and budgets for inclusion in the City’s capital budget.
  • Supports the Manager of Service Coordination and Improvement (CSD) with confidential projects.
  • Performs other related duties as assigned.

 

Requirements:

  • 3-year degree/diploma 3+ years degree/diploma in project management, business, communications or a related field
  • Minimum 4 – 7 years direct experience leading and managing complex projects (i.e. Capital projects)
  • Preference will be given to those with a Certified PMP designation from the Project Management Institute in addition to a LEAN certification
  • Ability to understand, interpret and apply project management processes, principles, and theories to manage the lifecycle of projects to ensure scope, schedule and budget are maintained.
  • Demonstrated ability to design and execute a project plan that collaboratively engages a variety of stakeholders while ensuring project timelines are met.
  • Ability to communicate with discretion and professionalism to protect confidential information.
  • Negotiation and conflict resolution skills to deliberate contract details.
  • Planning, organization, and time management skills.
  • Ability to interact professionally and diplomatically with a diverse group of stakeholders.
  • Knowledge of, and experience in community engagement best practices.
  • Demonstrated track record of successfully completing projects on-time and on-budget.
  • Superior written, oral and presentation communication skills.
  • Demonstrated ability to work well with others and maintain relationships.
  • Skill in the use of a personal computer using software packages such as Microsoft Office, Excel, Outlook, Teams, SharePoint.
  • Reliable with a good attitude and employment record.

  • Grade 12 Diploma plus up to 1 year of post secondary courses with minimum 4 years’ related and relevant experience or 3-Year Degree/Diploma with minimum 1 year related and relevant experience.
