Position Overview:

During the temporary assignment the incumbent will report directly to the Director of Human Resources and will be responsible for monitoring and analyzing attendance metrics to identify where to focus efforts for attendance improvement across the organization, initially focused on an attendance management pilot project with the Kitchener Fire Department. Through analysis of attendance data and other relevant reports, in consultation with Fire Management and HR, the position will provide support to Fire Management to determine root causes for attendance issues, promote best practices and make recommendations to assist Fire to achieve attendance goals.

 

Responsibilities:

  • Partners with employees, their managers, union representatives (if applicable) and HR colleagues to understand reasons for absenteeism and helps develop strategies to help support regular attendance.
  • Monitors daily absences and late arrivals.  Develops and maintains reports pertaining to workforce absenteeism.  Reports will highlight any trends, patterns and forecasts as they relate to workforce efficiency.
  • Performs data collection and regular review of absenteeism on an ongoing basis.
  • Monitors, analyzes, tracks and identifies absenteeism trends through attendance data, identifying areas for improvement and developing action plans.
  • Analyzes employee absences ensuring compliance with attendance policies and against pre-established thresholds.
  • Attends attendance support meetings required by the attendance management program and as needed at the request of fire management.
  • Interprets corporate quarterly attendance reports to review employee’s participation in the program.
  • Assists in the creation of letters and books milestone meetings with employees in the program and Fire Management.
  • Tracks employee’s status in the program including whether they continue in the program or have successfully exited.
  • Works collaboratively with the Health and Wellness Specialist and Fire Management teams on complex employee attendance issues and strategies on next steps.
  • Develops and implements strategies to improve attendance and reduce absenteeism.
  • Continuously assesses and refines the attendance tracking systems and processes to enhance efficiency and accuracy.
  • Develops and delivers training for employees and managers on attendance policies and procedures.
  • Serves as the main point of contact for employee inquiries regarding attendance policies and related issues.
  • Assists in the implementation of new attendance management software or tools as required.
  • Performs other related duties as assigned.

 

Requirements:

  • Three-year degree or diploma in a related field (Human Resources/Disability Management).
  • Minimum of four years related experience.
  • CHRP designation is an asset.
  • Demonstrated knowledge of employment and Human Rights legislation, Occupational requirements and issues impacting First Responders.
  • Ability to interpret and advise on City of Kitchener procedures, policies, and collective agreements.
  • Demonstrated ability to analyze data using tools (Excel, Power BI or a similar reporting tool).
  • Experience working in an emergency service environment and Fire attendance systems such as Telestaff an asset.
  • Proficiency in attendance tracking software (Time and Attendance Modules) and HRIS systems (experience with SuccessFactors is an asset).
  • Knowledge of a network of resources available to support employees struggling with attendance.
  • Experience working in a unionized complex environment or an emergency service environment (Fire) with various shifts and a variety of jobs.
  • Ability to demonstrate compassion and judge when to escalate a situation, discuss complex employee issues with all appropriate stakeholders.
  • Ability to work under pressure and in stressful situations.
  • Excellent communication and interpersonal skills, with the ability to work effectively across divisions.
  • Reliable with a good attitude and employment record.
