Position Overview:   

Reporting to the Manager, Budgets, the Budget Analyst will be the main point of contact for assigned divisions regarding financial matters and will need to develop relationships and understanding of the divisions they supportMain responsibilities include assisting other City divisions in the preparation and monitoring of their operating and capital budgets including variance and forecast reporting.   

    

The successful candidate will use their strong analytical skills to assist divisions in reviewing their budget requests and actual results using Budget and Financial systems as well as Excel and other toolsThey will also be customer-focused and use their clear communication skills to help divisions better understand the City’s financial processes.   

    

Responsibilities:   

  • Supports divisional staff to prepare all aspects of their operating and capital budgets including developing budget values, highlighting changes from the prior year, preparing follow up information, and assisting with financial analysis as required.
  • Supports the Manager of Budgets in the preparation of budget documents including providing content for written reports, financial schedules, and presentation slides.
  • Supports divisional staff to prepare the user fee schedule including developing rates, providing explanations for changes, and preparing analysis relating to fees and rates.
  • Assists with the preparation of operating budget variance reports to Council three times per year. This includes working with assigned divisions to monitor actual expenditures throughout the year, investigating significant variances, forecasting yearend positions, and providing comments for the public variance report.
  • Assists with the preparation of capital budget variance reports to Council two times per year. This includes working with assigned divisions to monitor project costs and providing comments for the public variance report.
  • Provides expertise, advice and prepares financial analysis for assigned divisions.
  • Prepares yearend accruals, adjustments, account reconciliations, and journal entries for divisional clients.
  • Reviews and prepares financial implications for tender reports and Council reports for assigned divisions.
  • Supports assigned division projectsExamples include being involved with steering committees, preparing financial analyses, and tracking project progress.
  • Performs other related duties as assigned.

    

Requirements:   

  • 4-Year Honours Degree in a related field (e.g. Business Administration, Economics).
  • Canadian Chartered Professional Accounting (CPA) designation.
  • 2-4 years of related experience (municipal or not-for-profit is considered an asset).
  • Advanced Excel, analytical, and data modelling skills (e.g. pivot tables, sumifs, vlookup).
  • Proven ability to communicate financial information to non-financial individuals.
  • Previous experience with municipal budgeting and variance reporting is an asset.
  • Must be reliable with a good attitude and employment record.
