Position Overview: Reporting to the Utilities Engineer, Planning and Programs (Sanitary and Stormwater), the Water Resources Analyst will be responsible for providing support and technical excellence in hydrologic and hydraulic modelling. Currently, the City has established and calibrated sanitary and stormwater models in InfoWorks ICM with the goal in mind to ensure the effective planning of new infrastructure and rehabilitation works. The Water Resources Analyst will operate, maintain, analyze, and update the models. The successful candidate will also contribute technical knowledge to flow monitoring programs, weather station networks, hydrogen sulfide monitoring, inflow and infiltration mitigation strategies, risk mitigation studies, master planning, and Standard Operating Procedures (SOPs). |
Responsibilities: - Provide technical support for hydraulic and hydrologic data visualization with integrated GIS functionality for sanitary and storm projects and develop models to determine sound solutions.
- Run, analyze, calibrate, modify, and improve sanitary and storm hydraulic models and develop solutions to meet certain design criteria and prepare modelling documentation, technical memoranda, and design reports.
- Operate and evolve existing City-wide InfoWorks ICM models for both sanitary and storm infrastructure, using engineering knowledge to analyze the technical performance of both systems and ensure the accuracy of the systems’ infrastructure networks by identifying and addressing any information gaps and issues.
- Review, analyze, and apply data from system performance monitoring programs, weather stations, reports, and field observations to define rainfall-runoff processes and calibrate and validate models.
- Support in the design of stormwater and wastewater collection, treatment, and modeling systems under instruction from the Utilities Engineer, including review and input on related development reports.
- Assist with proposal development, planning projects and preparation of cost estimates for modelling and associated engineering works.
- Work in a team environment on various linear infrastructure projects including model build.
- Gather information and provide feedback toward project-reporting metrics to ensure up-to-date informed status of projects from initial stages through delivery and final archiving.
- Provide municipal servicing and hydrologic and hydraulic assessments for operations and maintenance, transportation, land development, etc.
- Review and analyze stormwater and wastewater management designs presented in modelling software (InfoWorks ICM, PCSWMM, XPSWMM, HEC-RAS, Visual OTTHYMO, etc.), drawings, and technical reports.
- Support GIS data analysis by providing expertise specific to storm and sanitary sewer modeling requirements, fooldplain mapping, and storm/sanitary sewer mapping.
- Provide technical expertise into the City’s hydraulic modelling manual and regularly provide input on relevant processes, procedures, and documentation to coordinate information movement between different departments.
- Act as Project Manager for data collection programs, including weather station networks, annual sewer flow monitoring program, hydrogen sulfide monitoring, inflow and infiltration to the sanitary network, and system capacity studies for new and redevelopment applications.
- Assist in developing a strategic O&M planning framework to optimize the lifecycles of sanitary and stormwater infrastructure while reducing maintenance activities and costs.
- Collect, collate, and input data to support the development of the City’s Asset Management Plans for sanitary and stormwater infrastructure.
- Review and comment on development-related applications, including zone changes, to ensure sufficient capacity is available in the sanitary and stormwater networks.
- Ability to prioritize multiple tasks, interpret sketches, drawing, standards, and other related materials.
- Performs other related duties as assigned.
