Overview
To lead and manage the Engineering Development Section and oversee the review of development submissions, in order to ensure that infrastructure works (sanitary sewer systems, storm sewer systems, roads, culverts, watercourses, and storm water management facilities) are designed and constructed in both new and redevelopment growth areas to meet the City’s immediate and future needs; to develop and administer standards and policies related to development engineering; and to provide engineering on major development initiatives.
Responsibilities
Supervision:
- Directly supervises the work of several Project Managers, Development Engineering; a Program Assistant (Development Engineering), Engineering Development Inspectors and Engineering Technologists, with full responsibility for interviewing and selection, orientation and training, direction and guidance, and performance management
- Provides direction and recommends action to staff on health and safety issues; Ensures that the Occupational Health and Safety Act, its regulations, and other related legislated are followed.
Administration:
- Defines design requirements for watershed studies, Class EAs, and servicing studies (based on policies, subdivision manual, Provincial standards, and master watershed plans) necessary to support land development proposals within plans of subdivisions, land severances, zone change applications, site plan developments, community plans, demolition control plans and condominium plans.
- Administers, manages, and develops subdivision design standards and construction policies for all new subdivision developments.
- Administers, manages, and develops site plan design standards and construction policies for all new subdivision developments.
- Prepares Capital Works Budget (over a 10-year forecast), for projects funded from Development Charges that relate to new development.
- Resolves (written and verbally) public complaints (direct or through Council) relating to development projects.
- Attends public meetings, as required, including Committee/Council meetings, Public Information meetings, and various Development Committees.
Project Management:
- Approves all Engineering drawings, contract documents, lot grading control plans, and storm water management plans for all new development in the City.
- Supervises, manages and accepts, on behalf of the City, the installation of municipal infrastructure constructed in all new development.
- Supervises, manages and accepts, on behalf of the City, Capital Works Projects (road improvements/extensions, drainage structures, bridges, storm water management facilities, trunk sewer extensions) required to be undertaken as part of new development growth.
- Supervises, manages and recommends to Council for approval, all Environmental Assessment Studies required to be undertaken for new growth. Takes the lead role in initiating and ensuring completion of the required studies.
- Supervises, manages and approves payments ($100,000+) for Engineering Consultants and Contractors employed by the City to undertake work in new development. Reviews and approves tender documents, and ensures tender policies and procedures are met. Recommends award of tender for Development Charge projects to Council/Committee.
Committee Participation:
- Represents the Engineering Division as an active member of internal City committees as required.
- Attends Committee meetings, as required.
- Represents City of Kitchener interests on Regional development related projects (e.g., Environmental Assessment Review, Consultant selection).
- Represents the City of Kitchener at MEA committee as may be required.
Other Duties:
- Performs the duties of the Director, Engineering, on a rotating basis, in the absence of that incumbent.
- Provides direction and recommend action to staff on health and safety issue; Ensures that the Occupational Health and Safety Act, its regulations, and other related legislated are followed.
Performs other related duties as assigned.
Requirements
- 4-year Honours Degree in the Civil Engineering field.
- Registration as a licensed Professional Engineer (P.Eng.) with the Professional Engineers of Ontario (PEO).
- 4-7 years of experience (ideally in both the private and public sectors) including project engineering, project management in land development and subdivision design.
- Strong leadership skills and experience to effectively manage and coach professional staff and help them grow.
- Comprehensive knowledge of Engineering Principles in all aspects of land development (planning, design, servicing/construction, administration), including use of appropriate related market products and design software applications.
- Thorough working knowledge of the Environmental Protection Act, Development Charges Act, Planning Act, Municipal Act, and Drainage Act as they pertain to development.
- Excellent negotiation, analytical, and problem solving skills to plan and develop objectives and determine goals of the section, including administrative, technical, operational, and financial components. Strong ability to organize and coordinate these components, classifies work required, and selects staff to achieve goals and objectives.
- Strong written and oral communication skills to develop and present reports council, committees, and department/division management and staff.
- Ability to effectively and accurately communicate the City’s requirements in public meetings, to other municipalities, outside public and private agencies, as well as to Council and Council Committees.
- Excellent collaboration skills to advance key projects and work effectively with internal and external partners and customer service experience to effectively negotiate and resolve concerns from members of the public and other stakeholder.
- Skill in the use of a personal computer with the ability to use software programs such as Microsoft office and Outlook.
- Ability to support and project values compatible with the organization and to participate as an effective team member.
- Ability to travel to various locations across the City.
- Reliable with a good attitude and employment record.
