About the Role

The Citco Group is establishing a new company, Citco Middle East Limited in ADGM. Initially the firm will provide Fund Services as fund administrator (hedge, PERE and SPVs) with later plans to support Governance Services as provider of trust and corporate services.

The role will be acting as a Compliance Officer and M,LRO for the firm, reporting to the Group Compliance Executive Vice President in Ireland. Although the role will predominantly focus on the Citco Middle East Limited, as part of a Group Compliance function, there will be opportunities and exposure to other Citco entities at a global level. This will also involve working with other members of Group Compliance.

The Citco Group Compliance function drives for best practice and highest ethical standards, providing technical support to the business functions, identifying and reducing/minimizing operational compliance risk across the business functions and continually developing key processes in line with financial industry and regulatory changes.

Job Duties in Brief:

  • Build and maintain a constructive and professional relationship with all relevant regulators, external auditors and other external parties, and internal customers.
  • Work with senior management to facilitate a robust compliance culture.
  • Evolve the organisation and control environment of Citco Compliance.
  • Responsible for designing, managing and overseeing the execution of the regulatory compliance oversight programs (e.g. monitoring, regulatory reporting, training) of applicable business units and legal entities in conformity with Group and local standards.
  • Support the effective identification, measurement, control and management of regulatory compliance risk through ensuring that all the applicable regulatory compliance teams adopt and follow the Group Compliance methodologies including:
  • Overseeing the process of including all applicable laws, rules, regulations and compliance risks into their respective business environments;
  • Managing the annual and regulatory compliance risk assessment processes;
  • Assessing the overall regulatory posture of the region’s business units and offices and assessing the overall effectiveness of the respective compliance oversight programs
  • Contribute to the global development, implementation, review and revisions of regulatory compliance policies, procedures and systems.
  • Responsible as MLRO for ensuring that an appropriate AML/CTF regime is in place.
  • Monitor applicable regulatory changes and provide effective change management within the business units to address such changes;
  • Collaborating with Legal, Risk and Internal Audit, as appropriate. In particular, jointly developing a relationship management strategy for all relevant regulators and leading the execution of the strategy.
  • Develop and enhance reporting to senior management.
  • Escalate and report relevant matters to the Executive Vice President;
  • Travel as required to fulfill the responsibilities of the role.
  • Any other relevant responsibilities that may arise or be assigned by the Executive Vice President

About You:

  • University degree in a relevant discipline;
  • A minimum of 5 years related work experience in the ADGM financial sector;
  • Strong knowledge of the ADGM legal and regulatory environment in particular AML/CFT, data protection and outsourcing  ;
  • Strong analytical, research and reporting skills;
  • Excellent communication skills in English (written & oral);
  • Compliance monitoring experience will be a plus;
  • Pro-active and result driven;
  • Developing good working relationships;
