Location(s): San Antonio, Texas (on-site) | Lackland Air Force Base (AFB) & Camp Bullis (Could support one or both bases) | Occasional travel to bases in Kirtland, NM, Fayetteville, NC or Panama City, FL may be required at times

Summary:
CICONIX is seeking a Program Manager with ten (10) years of experience to support the Special Warfare Training Wing (SWTW), Human Performance (HP) and Support Services (SS) for the U.S. Department of Defense, Air Education and Training Command (AETC). The Program Manager will oversee and manage the complex problems in SWTW.

About the Role:
- Assign projects, performs a variety of highly skilled duties such as: assembling, coordinating, and managing multidisciplinary technical review teams.
- Facilitate and troubleshoot the myriads of problems associated with developing complex systems or with coordinating and development, and design projects.
- Prepares internal and external memos, reports, documents, and correspondence required.
- Properly manages and documents project activities; assists in the development of presentations, budget projections and justifications and travel as needed.
- Provides highly skilled technical and management advice and assistance to department management and personnel.
- Solicits, monitors, and communicates project performance, status, and results to leadership and the team; addresses or escalates issues as appropriate.
- Responds to inquiries about projects.
- Chairs various project review and pre-submittal meetings.
- Act as subject matter expert, project representative, and effective liaison; establish rapport, build credibility.
- Establishes and maintains liaison as required with boards, committees, and commissions.
- Ensures compliance with protocol guidelines and requirements. Always maintain strict confidentiality and classification requirements.
- Coordinates and participates in a variety of complex activities involved in the collection, compilation, documentation, and management of research, trend, or historical data.
- Identifies and documents programmatic risks using expert judgment and historical data; implements approved actions and workarounds required to mitigate the impact of project risk.
- Assists in developing departmental plans, goals, objectives, policies, and procedures.
- Coordinates schedules of staff and other interested parties.
- Acquires and maintains all necessary publications (journal article reprints, etc.). Manages study documentation and publications from different sources.
- Tracks annual training requirements of project personnel to ensure compliance with protocols.
- Effectively communicates using oral and written formats of ideas presented so others will understand.
- Works closely with the Government and shall have direct authority to act for the Contractor on all matters relating to daily operations.
- Communicate regularly with the Government COR, PM and CO and customers to ensure program and mission success as required by this contract.
- Lead and contribute to programs to meet increasingly complex objectives of the SWTW.
- Build effective teams and fostering a positive work culture to meet or exceed project standards in SWTW and the requirements of the contract.
- Manage multiple projects simultaneously and provide leadership and people management, with administrative and multitasking skills to meet or exceed project standards in SWTW and the requirements of the contract.
- Work with Scientists, Providers, and other medical personnel, create and maintain comprehensive databases to meet or exceed project standards in SWTW and the requirements of the contract.
- Manage workplace/team environment, including training, logistics, administration, and transportation functions.
- Build long-term relationships with pertinent stakeholders based on the requirements of the contract.
- Supervise and review the work of employees and subcontractors based on the requirements of the contract.

Qualifications:
- Education:
- Bachelor’s Degree from an accredited academic institution recognized by the U.S. Department of Education in Business, Kinesiology, Coaching, or related field.
- Experience:
- A minimum of ten (10) years of experience working on a Program Management Support Services, Training Support Services, Course/Curriculum Development Support and Design Support Services, Mentoring Support Services, or a Physical Performance Optimization project as described in the job description.
- In lieu of the ten (10) years of similar project experience, the Program Manager may have a Master’s Degree from an accredited academic institution recognized by the U.S. Department of Education, similar to one or more of the fields listed above, with a minimum of four (4) years of experience working under a similar project as described in this job description.
- A minimum of ten (10) years of experience working on a Program Management Support Services, Training Support Services, Course/Curriculum Development Support and Design Support Services, Mentoring Support Services, or a Physical Performance Optimization project as described in the job description.
- Security & Background Check:
- U.S. Citizenship and a successful background investigation are required.
- Ability to obtain and maintain a government security clearance.
- Additional Requirements:
- Willingness to comply with the government vaccination requirements.
- Knowledge of the program acquisition life cycle process under the requirements of the contract.
- Knowledge of the Federal Acquisition Regulations (FAR) regulations, requirements, policies, and
procedures, cost and schedule estimating, systems disciplines, engineering specifications and commercial
practices relating to systems procurement and production as it pertains to this contract. - Experience providing technical expertise in one or more areas as required or in support of tasks, project deliverables or contract.
- Proficient in MS Office Suite (Outlook, Word, PowerPoint) and intermediate Excel skills.
- Proficient in understanding and working knowledge of computers, email, voicemail, and telephone systems.

Preferred Qualification(s):
- Air Force Special Warfare-specific experience as an operator or in a human performance support capacities also preferred.
