The Clinical Nurse, PSC Issues position is a healthcare management role supporting a contract within the Department of Defense (DoD), specifically tied to the Defense Health Administration. The focus of this role is on program management and administrative support related to Military Health System (MHS) and TRICARE programs. 

Key Responsibilities:

  1. Program and Administration Management:
    • Oversee and manage programs related to the TRICARE Health Plan (THP), which is the healthcare program serving active-duty military personnel, retirees, and their families.
    • Administer and manage various components of the Military Health System (MHS), including its health plans and healthcare services. This includes ensuring the smooth operation of health programs, handling administrative tasks, and supporting MHS policies and procedures.
    • Provide program management for TRICARE purchased healthcare services, which involves overseeing agreements and operations with civilian healthcare providers that are contracted to deliver services to TRICARE beneficiaries.
  2. Operational Support:
    • Manage and oversee activities within the Health Care Operations Directorate, a key part of the THP and its front office operations. This could involve coordinating with other teams, tracking program performance, and supporting operational efficiency.
  3. Mission and Task Accomplishment:
    • Ensure that the goals and objectives of the THP enterprise and its related entities are met. This may involve coordinating across various DoD offices, departments, and external entities involved in healthcare operations.
  4. Healthcare and Clinical Support:
    • Provide clinical care support to enhance the efficiency and quality of healthcare services within the MHS.
    • Offer healthcare reimbursement support, likely dealing with claims, financial oversight, and ensuring that reimbursement processes are aligned with regulatory standards.

Required Qualifications:

  1. Bachelor’s Degree in Nursing:
    • The position requires a Bachelor’s degree in Nursing as a foundational qualification. A Master’s degree in either Healthcare Administration or MBA is preferred, as it would provide advanced management skills and understanding of healthcare systems.
  2. Program Management Experience:
    • The role requires at least 2 years of Program Management experience within the last 5 years, preferably within the Department of Defense. This experience would involve overseeing healthcare programs, managing resources, and ensuring program objectives are met.
  3. PMP Certification:
    • A Program Management Professional (PMP) certification is required, demonstrating expertise in managing complex programs, including project planning, execution, and monitoring.
  4. Experience in Military Health System (MHS):
    • While not mandatory, experience in the operations and organization of the Military Health System is highly desired. This knowledge would help the candidate understand the structure, challenges, and processes of military health programs, including how TRICARE and MHS health plans function.

Key Skills and Competencies:

  • Program and Project Management: Ability to lead and manage multiple healthcare programs, including budgeting, planning, and overseeing the execution of the tasks involved.
  • Healthcare Operations: Strong knowledge of healthcare systems and reimbursement, clinical care processes, and managing healthcare delivery in a large organization like the MHS.
  • Communication and Coordination: Excellent interpersonal and communication skills to coordinate between different departments, program teams, and external stakeholders.
  • Leadership and Executive Support: Ability to support senior leadership and ensure that operations are running efficiently, with attention to detail and effective prioritization of tasks.
Positions are contingent and will begin upon contract award.
