Proposal Manager

Chevo is hiring an experienced Proposal Manager to join our expanding firm and proposal team. This position provides the opportunity for the right individual to assist Chevo in developing proposals and winning new work to fuel Chevo’s continued growth. The ideal candidate will have demonstrated experience planning and developing winning proposals in response to government solicitations. This position is located at Chevo's headquarters in Rockville, MD and is hybrid/mostly remote with the candidate having the ability to travel to Rockville office on occasion. The ideal candidate will have demonstrated experience planning, coordinating, managing, and developing winning proposals in response to government solicitations. This position includes win bonuses.
Duties & Responsibilities:
- Analyze solicitations, create proposal compliance matrices and response templates, and develop win themes and integrate them into proposal responses
- Coordinate the proposal process and ensure proposal meet solicitation requirements; review proposals for compliance, grammar, spelling, consistency, and cohesion; and convey win themes persuasively
- Lead, coordinate, and manage proposals for government clients across civilian agencies
- Lead proposal processes and create proposal outlines/compliance matrices, proposal schedules and provide leadership and direction to cross-functional teams writing the proposal responses
- Act with significant autonomy in working with proposal teams, including operations personnel, subject matter experts, and subcontractors, to guide and optimize their proposal contributions and assignments
- Review and analyze solicitations – RFIs, Sources Sought, RFPs, and RFQs
- Lead proposal kick-off meetings, win theme development, status calls, and color reviews; manage schedules; oversee compliance; and provide writing instructions, team guidance, proposal coordination, and production oversight
- Write and edit proposal materials, qualifications statements, presentations, and other assignments
- Develop and use in-depth interview techniques for gathering substantive input from Subject Matter Experts (SMEs) and conduct interviews with SMEs in sufficient detail to develop compelling proposal sections directly responding to RFP requirements
- Perform final quality control review before proposals are delivered to the customer
- Perform in-depth editing of draft responses for clarity, continuity, readability, grammar, punctuation, sentence structure, and spelling
- Provide leadership to teams as well as business, technical, and proposal writing guidance and training for potential proposal contributors
- Facilitate proposal reviews, disseminate review comments to section writers, and incorporate updates into proposal
- Coordinate proposal status tracking, production, and delivery
- Coordinate graphic creation with graphic designer
- Maintain master solicitation documents; distribute amendments and updates as needed
Required Qualifications:
- Minimum of 5-7 years of experience managing proposals to obtain business with the Federal Government
- Bachelor’s degree highly preferred (AA degree acceptable)
- Proposal Management experience for Federal Government Proposal Development efforts ranging in value from $10M to $100M
- Working knowledge of Federal Government contract types (IDIQ, FFP, T&M, CPFF)
- Experience coordinating/managing proposals using industry-recognized proposal processes (e.g., Shipley Associates proposal development process)
- Willingness to work in a small, but rapidly growing, federal contractor with a fast-paced, short-turn proposal environment
- Ability to manage multiple proposal efforts simultaneously
- Excellent oral and written communication skills
- Ability to write non-technical proposal sections effectively and convincingly
- Strong proposal, technical, and general communications writing/editing skills
- Advanced knowledge of Microsoft Word, PowerPoint, Excel, and full MS Suite
- Skill and experience with MS Teams, SharePoint, and proposal software
- Strong interpersonal relations skills, enthusiastic attitude, and excellent work ethic
- Requires working non-standard hours during peak times
- Able to work under stress with tight schedule deadlines.
Desired Qualifications:
- Association of Proposal Management Professional (APMP) certification
SALARY RANGE: $100,000 - $130,000
