Description

 

A responsible professional who implements conceptual geographic information system (GIS) applications and solutions for project related problems.  Has the ability to research, summarize, and produce written documentation to support requirements analysis, feasibility studies, and applications development.  Provides overall systems specifications for commercially available GISs and develops final digital conversion methodologies and implementation plans for automated mapping/facilities management (AM/FM) and GIS projects.  Has the ability to conduct workshops and technical meetings with clients and WESTON staff members.  Demonstrates good communication skills, both oral and written.  Assists in cost preparation, client interaction, scheduling, quality assurance, quality control, materials organization, and deliverable tracking.  Occasionally functions as a task manager for a variety of GIS assignments.  Perform related responsibilities as assigned.

Occasionally responsible for supervising technical personnel, i.e.: GIS Technicians, GIS Analysts, and subcontractors in executing their GIS duties.  Assists in instructing technicians, operators, and analysts in the use and understanding of GIS.

Technically competent in all areas of GIS analysis and implementation, including but not limited to:  strategic planning; digital database design; geographic data research; cartographic compilation; data conversion; digitizing; geocoding; geographic analysis; application design; and programming.

Financial responsibilities include:  assisting in preparing proposals and position costs for labor, equipment, and computer charges, as well as costs for subcontractor and vendor services.

Project execution and/or control requires proficiency with a wide variety of applied GIS skills, technology, computer hardware, peripheral devices, and related software, including but not limited to:  geographic information systems; automated and computer-aided mapping; facilities management; cartographic design and specification; map layout and scaling; interactive graphic display work stations; digitizing tablets; drum and electrostatic plotters in coordination with various computer operating systems and GIS programming languages.

Proficient with specific GISs, AM/FM systems, database management systems (DBMS), computer operating systems and related software.  These include but are not limited to:  ESRI's ARC/INFO software and related software packages; Intergraph's Modular GIS Environment (MGE) and related graphic and GIS software modules; MicroStation; AutoCAD; INGRES; ORACLE; dBASE; UNIX; X-Windows; VAX-VMS for Digital Equipment Corporation (DEC) computers; AOS/VS for Data General computers; IMB DOS; and Apple MacIntosh.

Responsible for user and programmer documentation according to established standards and procedures to ensure quality assurance and quality control standards over all GIS products created.

Assist in preparing cost-effective GIS implementation plans and prototype procedures and tests the execution of the completed system.  Inte­grates GIS into projects concerned with the scientif­ic and engineering spatial information systems and/or mathematical models.

Maintains current knowledge of the broad range of GIS related disciplines, including but not limited to: surveying; geodesy; photogrammetry; cartography; engineering; computer sciences; spatial analysis and modeling; and physical and social sciences as related to experi­ence with cadastral; utilities; public works; transporta­tion; engineering; facilities siting; resources management; hazardous waste management; and/or environmental management applications.

TECHNICAL AND OPERATIONAL SCOPE:

The GIS Analyst III position is responsible for accomplishing a wide variety of GIS assignments.  Types of assignments may include, but are not limited to the following:  requirements analy­sis; feasibility studies; digital database development including database design, data conversion, application design, and implementation; applica­tions development; and implemen­tation plans for AM/FM and GIS projects.

The GIS Analyst III is a responsible professional who is capable of applying the functional responsibilities identified on all aspects of project and operation­al related position assignments.  This may include: client interaction; project pre-planning; costs estimating; proposal writing; project planning; geographic data research; map manuscript compilation; document preparation; production design; map and graphic design; project implementation; project monitoring; assisting in resource allocation and coordination; technical supervision; training; quality assurance; quality control; and deliverable tracking. 

The GIS Analyst III must be knowledgeable of and responsible for the time and budget requirements needed to complete assigned tasks.  The position requires good communication skills, both oral and written to support presentations and reports.  The position requires strong coordination and communication with described managers to assure maximum project performance and innovative technical assistance in identifying and solving problems.

    KNOWLEDGE, SKILLS, & ABILITIES:

BA/BS degree or equivalent plus 4 years experience.

Needed prior experience must include:  Minimum four years experience in all areas of GIS analysis and implementation including requirements analysis, feasibility studies, database development, digital database design, digital data conversion, geographic analysis, application design and programming.  Demonstrates experience in technical supervisory roles.

Skill requirements of the position:  Highly motivated with the ability to work both independently and as a member of a team of GIS application specialists.  Demonstrates good communication skills, both oral and written, to support presentations and reports.  Must have an excellent sense of spatial relationships and the ability to coordinate abstract ideas and develop solutions while interacting with people of numerous backgrounds and educations.  Additional skills include the ability to research, summarize, and produce written reports.

 

Salary Range: $51,700 - $68,900 - $86,000
