Position Summary:

The Veterans Affairs Certifying Official provides excellent customer service to eligible veterans, civilians, military students and family members applying for and receiving Department of Veterans Affairs (VA) GI Bill educational benefits, Tuition Assistance (TA) from agencies/enterprises, and Vocational Rehabilitation and Employment (VR&E) benefits.  The VA Certifying Official performs these duties with an emphasis on compliance with federal and state regulations, the Bureau of Private Postsecondary Education, and adherence to University policies and procedures.  The Veterans Affairs Certifying Official accepts responsibilities for interpreting, explaining, and analyzing VA policy and changes and evaluating and monitoring the student eligibility for benefits processing associated with this designation.

Essential Functions:

  • Evaluate the requirements for receipt of VA/TA benefits by analyzing and monitoring enrollment, the student financial account, financial aid, and academic records of each veteran or eligible person. Responsible for interpreting and explaining VA regulations and analyzing how VA policy changes impact policies and procedures in and processing of VA benefits.
  • Process veterans affairs (VA) applications for eligible students coordinating with applicable University departments (Registrar, Financial Aid, Student Accounts) ensuring all benefits and related documentation including certification forms and status change forms are processed timely and accurately. This process entails interviewing the student/veteran coordinating benefits delivery with central VA processing office, processing advance payments requests, updating Peoplesoft and reconciling with VA certification records, and researching past history of benefits received.  Review enrollment report and update student accounts, as required.
  • Process tuition assistance (TA) vouchers for eligible students coordinating with applicable University departments (Registrar, Financial Aid, Student Accounts) ensuring all benefits, related documentation and tuition assistance Top-up are processed timely and accurately. This task entails interviewing the student, coordinating payment arrangements with students, updating Peoplesoft and reconciling with TA records and researching past history of benefits received. 
  • Process vocational rehabilitation and employment (VR&E) for eligible students coordinating with applicable University departments (Registrar, Financial Aid, Student Accounts) ensuring all benefits, related to documentation and certifications are processed timely and accurately. This task entails interviewing the student/veteran ensuring each pre-evaluation is completed timely and transmitted coordinating billing arrangements with the Department of Veterans Affairs, updating Peoplesoft and reconciling with VR&E records, and researching past history of benefits received. 
  • Coordinate timely filing of all VA, TA and VR&E documentation ensuring all paper and computer records are adequately safeguarded and properly retained and assist in the development and revision of office policies and procedures, as required. Reconcile all incoming payments and prepare deposit for University Cashier.
  • Attend Veteran Administration meetings/workshops
  • Other duties as assigned on as need basis ensuring quality improvements in all aspects of office procedures and delivering benefits to students.

Education & Experience

  • An Associate degree or its equivalent in work experience with an accounting or finance background or in a related field.
  • One-year VA experience or its equivalent in a University department relating to financial aid processing, accounts receivable records or finance functions.

Technical / Functional Skills

  • Ability to comprehend complex information and apply in accordance with University and Department of Veterans Affairs policy and procedures.
  • Demonstrated mathematical reasoning, computer knowledge and general office experience.
  • Strong knowledge and experience with MS-Excel.
  • Knowledge of military regulations, Veterans Affairs educational programs and benefits available to veterans.
