Proposal Manager (Hybrid - Tysons Corner, VA)

ITCON has a requirement for a proposal manager in the Washington DC area, who is looking for a new challenge in a growing small business. Job Functions and Responsibilities:
- Manage strategic IT proposals for federal government clients
- Lead the proposal development process across the proposal lifecycle
- Champion proposal processes and best practices and instill positive team culture on proposal efforts involving multiple teaming partners and geographically dispersed team members
- Work independently to develop compliant proposal outlines, compliance matrices, proposal schedules, and provide leadership and direction to cross-functional teams
- Facilitate proposal strategy sessions with a combination of business development, technical subject matter experts, and teaming partner staff to document usable proposal artifacts and assess the degree to which the approach is compelling or convincing
- Manage activities of proposal section leads and writers to produce high quality proposals
- Collaborate and work closely with capture managers and project managers to ensure the effective integration of win strategies, themes, and differentiators into proposal responses
- Lead and coordinate proposal color team reviews and color team debriefs
- Lead proposal process improvement efforts proactively
- Responsible for providing input and accessibility to proposal resources including past performance, resumes, archives, and other baseline information
- Coordinate government debriefs and internal lessons learned meetings to assist with Continuous Process Improvements in the proposal process
- Support in other business development-related activities
Essential Qualifications:
- Minimum BA or BS degree in relevant field
- Minimum 2 years of proposal management experience across IDIQs, BPAs, Task Orders/Delivery Orders/Call Orders, and RFIs/Sources Sought Responses
- Minimum 2 years of experience writing proposals for the Federal Government (required), in the IT Services field (preferred)
- Shipley, APMP Foundation, or equivalent training of best practices in proposal development
- Strong leadership skills, with the ability to establish and enforce high quality standards
- Excellent communication skills and adept at employee relations, including conflict resolution
- Proficiency in writing in technical subjects and critical editing skills
- Strong organizational skills and demonstrated rigorous application of process with discipline
- Self-directed, detail-oriented with the ability to work in a fast-paced environment, balancing and prioritizing competing requirements
- Experience supervising, mentoring, and training less-experienced proposal resources
- Microsoft Office Advanced Skills (required), Microsoft Teams (preferred)
- Experience with GovWin, BGov, or other relevant business intelligence tools (preferred)
- A genuine intellectual curiosity and fondness for solving complex problems
