Position Summary: The Operations Manager supports the agency’s mission by coordinating and overseeing essential operational functions, including facilities management, fleet operations, agency insurance policies, vendor relationships, and procurement. This position promotes operational integrity, compliance with regulatory standards (including Medi-Cal, CARF, and Joint Commission), and cost-effective stewardship of resources. This is a non-supervisory role requiring cross-functional collaboration and project oversight.
Essential Duties & Responsibilities:
Facilities Management
- Monitor and maintain the condition and compliance of all agency facilities, including maintenance scheduling, security systems, and safety inspections.
- Coordinate repairs, renovations, and special facilities projects, ensuring minimal disruption to operations.
- Serve as the primary liaison with property managers, contractors, facility service providers, supporting facility needs, lease renewals, and property asset management
Fleet Management
- Oversee agency vehicle fleet, including acquisition, maintenance, registration, vehicle use monitoring applications, and fuel usage tracking.
- Maintain fleet documentation and ensure vehicles meet all regulatory and safety standards.
- Coordinate with departments to assign vehicles and manage scheduling needs.
- Establish and maintain policies and procedures specific to driver eligibility and routine DMV driver checks.
Insurance Administration
- Support the renewal, documentation, and compliance of all agency insurance policies (property, liability, vehicle, workers’ comp, etc.).
- Collaborate with insurance brokers and internal stakeholders to assess coverage needs and support incident reporting.
Vendor and Contract Management
- Serve as the primary point of contact for external vendors and service providers.
- Manage contracts, performance evaluations, and compliance with agreed terms.
- Maintain a vendor database and coordinate renewals, negotiations, or terminations as needed.
Procurement and Project Bids
- Lead the solicitation and evaluation of bids for operational projects and capital improvements.
- Ensure compliance with procurement policies, budget limits, and legal requirements.
- Prepare and present bid analyses and vendor recommendations to leadership.
Agency Policy and Procedures Management
- Ensure operational policies and procedures align with applicable California regulations, Medi-Cal requirements, and accreditation standards from CARF or The Joint Commission.
- Partner with various internal departments to support the development and implementation of new policies and procedures as needed.
Qualifications & Skills:
- Bachelor’s degree in business administration, operations management, or a related field (or equivalent experience).
- 3+ years of experience in operations, facilities, fleet, or procurement-related roles.
- Strong project coordination and organizational skills.
- Familiarity with California-specific compliance requirements for healthcare or social service organizations (e.g., Cal/OSHA, DHCS, Title 22).
- Knowledge of contract management and procurement practices.
- Proficiency in Microsoft Office and basic asset or fleet tracking systems.
- Excellent written and verbal communication skills.
- Valid driver’s license with a clean driving record.
Preferred Qualifications:
- Experience in a nonprofit, healthcare, or government agency setting.
- Familiarity with insurance terminology and vendor risk management.
- Working knowledge of OSHA, ADA, and other regulatory standards related to facility and fleet operations.
Position Requirements:
- Physical: Occasionally required to push/pull objects up to 50 lbs., and to lift/carry objects up to 25 lbs. Frequently required to perform moderately difficult manipulative tasks such as typing, writing, etc. Must be able to walk, stand, and sit for extended periods.
- Sensory: Frequently required to read documents, written reports, and plans. Must be able to distinguish normal sounds with some background noise, as in answering the phone, interacting with residents and staff, etc. Must be able to speak clearly and understand/be understood using the English language.
- Cognitive: Frequently required to concentrate on moderate detail with constant interruption. Must be able to attend a task/function for 20-45 minutes at a time. Frequently required to understand and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments given to self and others over a period of several days.
- Environmental Conditions: Frequent exposure to varied office and mixed (residential/office) environments. Occasional exposure to toxins and poisonous substances, dust, and loud noises.
- Equipment: Frequently required to use a computer, phone, and fax machine.
Essential Requirements:
- Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Caminar practices.
- This position may require limited, occasional, or frequent driving. If required, a valid California driver license, a reliable personal vehicle, and current personal auto insurance is required by law. In addition, an MVR sufficient to obtain and maintain insurability under agency auto liability policies are all essential job requirements.
- Must be able to pass post offer, pre-employment medical and drug tests as required under State Community Care Licensing regulations and/or agency policies.
- If applicable, a personal cell phone with reliable service and a data plan to use for business purposes.
- May be required to obtain and maintain First Aid and CPR certification.
