Position Description: The position of Clinical Program Manager is full-time, based on a 40-hour week, who will manage MediCal mental health programs. The Clinical Program Manager supervises mental health staff; has a responsibility to evaluate mental health staff; and is responsible for staff compliance with all Santa Clara County Medi-Cal rules regarding service delivery and documentation. The Clinical Manager will also be responsible for the intake process of clients and Quality Assurance standards.
Supervisory Responsibilities: This position carries out supervisory responsibilities in accordance with the agency's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; supervision, both individual and group; oversight of staff records and reports; addressing complaints and resolving problems.
Essential Duties & Responsibilities:
- Manage direct service staff – productivity expectations, basic job performance, caseloads and training.
- Track, monitor and maintain overall program expectations, staff productivity and census as per contract requirements and program goals.
- Complete annual and semi-annual performance reviews of staff with collaboration from clinical supervisor and program director.
- Responsible for all staff compliance with Santa Clara County Medi-Cal regulations. Oversee and manage QA for assigned programs – review QA reports, clear all charts, follow-up with staff on compliance standards and accurate, timely chart completion.
- Support staff morale and events that boost staff morale. Support implementation of wellness with program and agency.
- Run weekly unit meetings to support roll-outs, training, and communication.
- Provide clinical collaboration as necessary with clinical supervisors for direct service staff.
- Complete intakes for primary program (either F&C, Adult MH or other) and distribute client to appropriate clinician.
- Support client care through staff collaboration and de-escalation process.
- Participate in Case Consultation group.
- Take a minimal client caseload if needed.
- Participate as a collaborative member of agency MH team.
- Meets weekly with program director for supervision and is required to attend and/or facilitate agency staff meetings and in-service training.
- Occasionally participate in county-level MH meeting.
- Support agency development and leadership as necessary.
- Maintains excellent communication, professionalism and empowerment/ judgement with staff, county, and community.
- Perform other related duties, responsibilities and special projects as assigned.
Requirements, Qualifications, Skills & Abilities:
- Licenses – Valid California LCSW or MFT license required; two years post licensure experience preferred.
- Education – MA in approved BBS licensure qualifying degree.
- Experience – 1 year of leadership experience preferred and experience working with MediCal programming.
- Preferred Experience – Experience in Medi-Cal Mental Health service delivery; prior experience providing BBS-qualifying supervision to license-seeking staff.
- Language Skills – Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- Bilingual in English and Spanish and/or ASL especially desirable.
- Computer Skills – To perform this job successfully, an individual should have knowledge of Internet software and Word Processing software.
- Demonstrated ability to work and communicate well within a culturally diverse, multidisciplinary team.
- Other Skills and Abilities – Strong written and verbal communication skills.
Special Requirements:
- Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Caminar practices.
- This position requires frequent driving. A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies are all essential job requirements.
- Must be able to pass post offer, pre-employment medical and drug tests as required under State Community Care Licensing regulations and/or agency policies.
- A personal cell phone with reliable service and, if applicable, a data plan to use for business purposes.
- May be required to obtain and maintain First Aid and CPR certification.
