The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as a Specialist – Decision Intelligence in our Supervision (Insurance, Funds and Corporate Authorisations) Department. Reporting to the Senior Specialist – Decision Intelligence and Advanced Risk Analytics, the Specialist – Decision Intelligence will be responsible for designing, embedding and advancing decision intelligence capabilities across the Department, ensuring that supervisory and organisational decisions are consistently informed by high-quality data, robust analytics and clear decision frameworks. The role will focus on integrating data, models, and workflows into end-to-end decision-making processes, enabling more timely, transparent, and effective outcomes while supporting a culture of evidence-based decision-making across the organisation.
This is a key role for the Authority and the post-holder will be responsible for, but not limited to:
• Championing a decision-first approach to analytics, creating actionable intelligence that directly shapes outcomes, and aligning data, workflows, and models with the decisions they are designed to inform, translating insights into measurable organisational impact
• Developing and implementing decision intelligence frameworks that embed data and insights into workflows, ensuring completeness of necessary data, and are designed to self-correct by flagging gaps before decisions are made
• Translating complex supervisory and organisational data across multiple sources into actionable, embedded intelligence for strategic and operational decisions
• Applying causal inference methods to understand cause-effect relationships in supervisory and organisational data, and translating these insights into concrete, evidence-based decisions that improve processes, inform strategy, and strengthen organisational outcomes
• Establishing and maintaining end-to-end visibility of data and decision flows to ensure there are no data and decision leakages
• Supporting transparent application of any manual or judgment-based inputs so that decisions are auditable and trustworthy
• Mapping, optimising and embedding decision processes across the organisation, linking decisions to relevant data, systems and stakeholders
• Maintaining a decision taxonomy and architecture to make decisions explicit, traceable and auditable
• Integrating risk, compliance, and regulatory requirements directly into decision workflows
• Applying design thinking to ensure decision intelligence outputs meet the needs of decision-makers and are intuitive and actionable
• Using systems thinking to model interdependencies across processes, workflows and systems, ensuring holistic and sustainable decision outcomes
• Defining and monitoring decision effectiveness metrics, such as accuracy, timeliness, confidence and adoption rates
• Applying causal analysis to evaluate the impact of decisions and interventions, guiding continuous improvement in processes and outcomes
• Establishing feedback and feedforward loops to refine data, insights, and decision processes, proactively flagging potential gaps or adjustments to ensure decisions are continuously informed and optimised
• Applying futures and foresight methodologies to anticipate emerging trends, risks and opportunities, informing proactive decision-making and long-term strategic planning
• Utilising scenario planning, horizon scanning, and other tools to evaluate potential futures and integrate these insights into decision intelligence solutions across the organisation
• Evaluating and implementing innovative technologies (artificial intelligence, machine learning, knowledge graphs, digital twins) to advance decision intelligence capabilities
• Connecting insights across supervisory domains and business units to create unified, holistic intelligence solutions
• Collaborating with stakeholders to align decision intelligence initiatives with organisational priorities and strategic goals
• Promoting a decision-driven culture, embedding data and intelligence into organisational DNA
• Training, mentoring, and guiding colleagues on applying DI principles and integrating insights into workflows and strategic decisions
• Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post
This position requires a proven technical and business background, therefore, the post-holder must have:
• A master’s degree in data science, decision science, statistics, systems engineering, business, or a related field
• A minimum of ten (10) years of experience with at least five (5) years at a senior level in decision intelligence, decision process engineering, workflow-integrated analytics and related areas
• Deep knowledge of causal inference, design thinking, systems thinking and innovation
• Strong capabilities in data science, decision analysis and advanced analytics
• Experience embedding intelligence into decision workflows beyond producing standalone dashboards
• Exceptional communication and stakeholder management skills
• Strong understanding of supervisory, regulatory, or organisational decision contexts
