FinTech Specialist - Insurance
Supervision (FinTech) Department

The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as a FinTech Specialist – Insurance in our Supervision (FinTech) Department. Reporting to the Assistant Director, the FinTech Specialist - Insurance will be responsible for the Authority’s activities related to the supervision of the InsurTech and FinTech sectors. This includes review of licensing applications and supervision of technologically enabled financial innovations that results in new business models, applications, processes or products that have a significant effect on insurance markets, financial institutions and the provision of insurance and financial services.

This is a key role for the Authority and the post-holder will be responsible for but not limited to:
• Evaluating emerging Insurance Technology (InsurTech) applications and digital innovations in insurance underwriting, distribution, claims management, and capital management, particularly those leveraging distributed ledger technologies or AI
• Conducting on-site prudential reviews of regulated entities for compliance with the Authority’s standards contained in relevant legislation and Codes of Practice
• Reviewing InsurTech and other FinTech business entity submissions for both licensing applications and prudential filings and producing risk and compliance reports and making recommendations to Senior Management, in relation to the viability of business models or the financial condition of the business
• Leading and supporting thematic reviews or innovation deep dives related to insurance innovation, including Regulatory Sandbox and Innovation Hub participant applications
• Proactively researching emerging trends and products in relation to distributed ledger technology and digital asset products and product features to enable appropriate risk assessments and response
• Developing regulatory codes and guidance to address emerging industry trends and risks appropriately
• Monitoring distributed ledger transaction data pertaining to regulated entities, analysing and synthesising data to identify patterns, commonalities, and linkages for market manipulation, money laundering or other risks and issues
• Collaborating with FinTech analysts and other subject matter experts within the Authority to provide indications and warnings and conduct predictive analysis in relation to innovative business entities
• Advising supervisory units and contributing to regulatory development efforts concerning the use of distributed ledger technology and other emerging technologies (e.g., AI, blockchain-based parametric insurance, embedded insurance models) in the InsurTech space
• Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post

This position requires a proven technical and business background. Therefore, the post-holder must have:
• A master’s degree in business, finance, accounting, law or technology or related professional designation with relevant working experience in insurance
• A minimum of seven (7) years of relevant experience working within a regulated financial services business and/or with a financial regulatory body, with preference for experience related to insurance or InsurTech
• Extensive knowledge of insurance business models, and common general business and long-term business insurance products
• Knowledge and understanding of international financial service regulations
• Familiarity with regulatory capital approaches and risk-based supervision frameworks
• Ability to work independently in a fast-paced environment
• Ability to work both in a dynamic team environment, as well as independently.
• Excellent technical writing skills
• Familiarity with emerging InsurTech developments such as usage-based insurance, embedded insurance, automated claims handling or blockchain-based underwriting
• Familiarity with the applicable legislations in Bermuda, including but not limited to: The Insurance Act and related Rules and Regulations, the Digital Asset Business Act, Related Prudential Rules and Regulations, Codes of Conduct and familiarity and working knowledge of various BSCR models required for Bermuda insurers
• Experience supporting innovation initiatives within supervisory sandboxes, regulatory innovation hubs, or insurance innovation forums
