The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and technically capable individual to work as an Assistant Director – Blockchain, Forensics & Data Intelligence within the Supervision (FinTech) Department. Reporting to a Deputy Director, the Assistant Director – Blockchain, Forensics & Data Intelligence will provide technical support in the development, implementation and operationalisation of the Authority’s blockchain forensics, artificial intelligence (AI), advanced analytics and data intelligence capabilities. The postholder will also support the effective supervision and oversight of digital asset businesses, Insurtech, payment services and other emerging technology enabled financial services by strengthening the Authority’s ability to identify risks, generate supervisory intelligence and apply data-driven insights to regulatory decision-making.
The successful candidate will play a critical role in advancing the Authority’s supervisory technology and intelligence capabilities by analysing and integrating on-chain, off-chain and other supervisory data sources to identify emerging risks, inform supervisory assessments and support evidence-based regulatory interventions. This role requires strong technical expertise, sound analytical judgement, and the ability to translate complex technical findings into clear, actionable intelligence that supports supervision, policy development and strategic priorities and the continued development of the Authority’s approach to technology-enabled financial services supervision.
This is a key role for the Authority, and the postholder will be responsible for, but not limited to:
• Conducting advanced analysis of on-chain, off-chain and other supervisory data sources to identify patterns, anomalies, emerging risks and matters relevant to regulatory supervision and market integrity
• Developing, evaluating and implementing AI-enabled analytical capabilities, predictive models, risk indicators and early warning tools to enhance supervisory intelligence, anomaly detection, risk identification and evidence-based decision making
• Designing, developing and maintaining blockchain forensics and data intelligence tools, dashboards and analytical workflows to support effective supervision of digital asset and emerging technology-enabled financial services
• Producing data-driven insights to inform supervisory assessments, thematic reviews, risk-based decision-making and regulatory interventions
• Supporting the integration of blockchain analytics, AI and data intelligence into supervisory processes, methodologies and regulatory frameworks
• Translating complex technical findings into clear, actionable regulatory intelligence, briefings and reports for supervisory teams, senior management and internal stakeholders
• Preparing technical reports, intelligence notes, presentations and analytical outputs to support supervisory, policy and strategic priorities
• Evaluating, testing and supporting the effective use of third-party forensic, analytics, RegTech and SupTech tools to enhance the Authority’s supervisory capabilities
• Developing and promoting internal data standards, methodologies and best practices for blockchain forensics, AI-enabled analytics and data intelligence
• Participating in cross-departmental and cross-jurisdictional projects relating to digital assets, financial innovation, supervisory technology and emerging regulatory risks
• Contributing to thought leadership, internal knowledge-sharing and capability-building initiatives in blockchain analytics, AI, data science and supervisory technology
• Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post
This position requires a proven technical and analytical background. Therefore, the postholder must have:
• A master’s degree in data science, computer science, statistics, applied mathematics, information systems, engineering or a related quantitative field from a recognised institution
• A professional certification in data analytics, blockchain or related discipline is an advantage
• A minimum of ten (10) years of relevant experience in data analytics, data science, blockchain analysis, financial intelligence or a related technical field, preferably within financial services, fintech, RegTech, law enforcement or a regulatory environment
• Demonstrated experience working with large, complex datasets, applying analytical techniques to generate meaningful insights, and designing analytical models, metrics or indicators to support risk assessment and decision-making
• Proficiency in data analysis tools and programming languages (e.g., Python, SQL, R or similar), including data visualisation/dashboarding tools; practical experience analysing blockchain or distributed ledger data (transaction flows, wallet behaviour, network activity) is an advantage
• Strong analytical thinking, attention to detail and sound judgement in interpreting data and forensic results, with a high level of accuracy and thoroughness in all work outputs
• Excellent written and verbal communication skills, including the ability to clearly communicate complex technical findings to non-technical audiences
• Strong interpersonal and stakeholder engagement skills, with a proven ability to work effectively in collaborative, cross-functional teams
• Strong organisational and time management skills, with the ability to manage multiple priorities and deliver to deadlines
• Comfortable operating in a dynamic and evolving regulatory and technological environment
