Supervision (Insurance, Funds and Corporate Authorisation) Department
The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as a Senior Officer in our Supervision (Insurance, Funds and Corporate Authorisations) Department. Reporting to the Assistant Director, the Senior Officer will be responsible for assisting in providing insights on regulatory matters involving international standard-setting bodies and other regulators to support the Authority’s overall strategic plans. The role involves collaborating with members of the Insurance Supervision Team to review and validate aggregate insurance market data and providing advice and guidance to enhance the Authority’s international engagement and advocacy work.
This is a key role for the Authority and the postholder will be responsible for, but not limited to:
• Collaborating with internal stakeholders to lead the review and analysis of documentation from international standard-setting bodies such as the International Association of Insurance Supervisors (IAIS). Assisting in identifying key issues, providing insights, and proposing recommendations to aid management decisions
• Supporting the International Affairs Committee and Working Group by way of contributing to the development of the agenda, drafting papers, minute taking, meeting scheduling and liaising with internal stakeholders
• Providing policy and analytical support as directed for the work required for IAIS’s (sub)committees, as well as that relating to NAIC’s work
• Assisting in the development of agendas, presentations, scheduling and facilitating meetings with international organisations and regulatory bodies, as well as internal meetings to strategise the Authority’s engagement
• Monitoring insurance industry trends and regulatory bodies/regimes via review of key indicators, market and regulatory reports and developments
• Identifying operational efficiencies and process enhancements through establishing milestones/timelines, quality control considerations, automation, and liaising with other departments in the Authority
• Providing project management guidance and support concerning key regulatory reviews, including Solvency II Equivalence, NAIC Reciprocal Jurisdiction and Qualified Jurisdiction assessments, and any other evaluations/assessments conducted by international standard-setting bodies that may be relevant
• Assessing potential regulatory challenges to the BMA and collaborating with colleagues to formulate the BMA’s response to these challenges
• Facilitating the ongoing refinement and implementation of the international affairs strategy for insurance
• Representing the BMA at external meetings and events as appropriate
• Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post
This position requires a proven technical and business background; therefore, the post-holder must have:
• A master’s degree or equivalent qualification in finance or accounting from a recognised institution or professional body
• A minimum of seven (7) years’ relevant work experience, of which at least three (3) years should be at a senior level working within a regulated financial services sector and/or at a financial services regulator
• Experience working on projects relating to IAIS, NAIC and/or EIOPA
• Demonstrated history of project management experience, especially in planning, project leadership and risk and issue management, with excellent organisational skills and the ability to prioritise multiple assignments using effective time management skills
• Strong analytical, presentation and communication skills (written and oral) with the ability to condense extensive material into concise key points for Senior Management review
• The ability to write and deliver briefings in a rapidly changing environment in a form fit for senior stakeholders, both internal and external
• Familiarity with Bermuda, US, EU, UK and other international regulatory environments, legislation and policy-making processes
• Experience operating in an international environment, including operating effectively within a diverse global multicultural environment
• A strong work ethic, trustworthiness, commitment to meeting deadlines and excellent interpersonal skills
