The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as an Assistant Director – Policy Projects in our Supervision (Banking, Trust, Corporate Services and Investment) Department. Reporting to the Director, the Assistant Director – Policy Projects will be responsible for leading enhancements to legislation, regulation, rules, codes and guidance initiatives in support of modernising and augmenting the financial and operational resilience of licensed entities in sectors for which the Department is responsible. In addition, the post-holder will be responsible for leading projects to enhance supervisory practices within the department.

This is a key role for the Authority, and the post-holder will be responsible for but not limited to:
• Identifying the required legal and regulatory aspects of BTCSI policy and supervision initiatives
• Creating a project plan for the design, development and implementation of proposed initiatives, including milestones, resources, dependencies and challenges, monitoring the quality and progress, identifying and resolving issues and ensuring project deliverables are complete and timely
• Engaging with the Policy Development, Strategy and International Affairs and Legal Services and Enforcement Departments, and with other departments as required, with respect to new, proposed or revised legislation, regulations, policies, procedures and guidance proposed by BTCSI
• Providing technical advice guidance to regulated entities related to the interpretation and application of new requirements
• Delivering thought leadership and serving as a champion for policy and supervision enhancements within BTCSI
• Creating and delivering internal training to supervisory teams on planned and implemented enhancements to regulation and supervision
• Representing the Authority in building and maintaining key external relationships with the Industry Partners related to policy initiatives
• Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post

This position requires a proven technical and business background. Therefore, the post-holder must have:
• A master’s degree in economics, business or finance or an equivalent qualification from a recognised institution or professional body
• Minimum of ten (10) years relevant experience, of which at least five (5) years should be at a senior level, working within financial services, a financial regulatory body, a central bank or a management consultancy
• Knowledge and experience with the range of legislation and regulations associated with banking recovery and resolution, applying legislation to policies and procedures and assessing compliance
• Knowledge of review, analysis and assessment principles, practices and assessment tools and techniques (e.g., diagnostic, monitoring, assessment), and financial institution business structures, operations and governance to establish potential options for a resolution regime.
• Knowledge of the regulatory perimeter and governance, inclusive of legislative and regulatory requirements
• Demonstrated history of project management experience especially in planning, project leadership and risk and issue management, with excellent organisational skills and the ability to prioritise multiple tasks, projects and assignments using effective time management skills
• Knowledge of relevant current developments in the national and international recovery and resolution frameworks
• Experience with drafting prudential policy legislation, rules and regulations, including discussion and consultation papers, is an advantage
• Forward-thinking leader with a collaborative focus who can consult effectively with key constituents and become recognised as a valued resource
• Strategic thinking skills with the ability to anticipate future changes in the broader environment
• Dynamic/flexible demeanour with exceptional stakeholder relationship management and client service skills and able to adapt communication strategies to the needs of their audience (e.g., simplifying complex messages)
• Research, risk assessment and analytical skills to review practices and experiences in other jurisdictions to determine their relevance and value for Bermuda
• Possesses a strong commercial acumen, facilitating understanding of the economic impact of options under consideration
• Strong written and verbal communication and presentation skills with a strong executive presence
