Supervision (Banking, Trust, Corporate Services and Investment) Department
The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as a Senior Analyst in our Supervision (Banking, Trust, Corporate Services and Investment) Department. Reporting to a Principal, the Senior Analyst will be responsible for performing supervisory activities, including on-site, prudential meetings and off-site examinations, monitoring licensee performance, analysing regulatory reports and undertaking research and other supervisory actions covering non-deposit taking institutions licensed under the respective legislated financial service regimes supervised by the BMA, including trust businesses, investment business, fund administrators and corporate service providers.
This is a key role for the Authority and the postholder will be responsible for, but not limited to:
• Performing off-site supervisory activities for an assigned portfolio of regulated firms by conducting detailed analyses of supervisory submissions, regulatory returns and audit reports to ensure ongoing compliance with the minimum licensing criteria
• Conducting technical and compliance reviews of licensed/regulated business entities to evaluate compliance with existing laws, regulations, policies, codes, plans and procedures
• Developing and implementing supervisory plans, incorporating on-site reviews and prudential meetings for a portfolio of firms
• Assisting with the planning and execution of on-site and off-site examinations, including developing examination strategy and scoping, preparing agendas and schedules and leading interviews with management, C-Suite executives and employees of financial undertakings to evaluate compliance with existing laws, regulations, policies, codes, plans and procedures
• Analysing and proposing recommendations and remediation action plans for compliance issues and control weaknesses noted from on-site examinations and off-site supervisory activities
• Preparing reports and memos for Senior Management detailing findings and recommendations from on-site reviews and off-site supervisory activities
• Managing and monitoring the remediation process for financial undertakings with identified compliance issues and where remediation is inadequate or untimely, identifying matters for escalation to senior management and assisting with the preparation of enforcement referrals
• Supporting the risk-based assessment of licensed institutions and groups to inform annual supervisory planning and prioritisation
• Assessing business models and license and registration applications against the minimum licensing criteria
• Assisting with the planning and execution of thematic reviews
• Researching and consulting with team members on technical and regulatory issues, and coordinating with wider departmental colleagues on the monitoring and review of licensed and regulated entities and emerging regulatory policy matters affecting the industry
• Performing other related work and special projects assigned by management in accordance with the competencies normally associated with this post
This position requires a proven technical and business background; therefore, the post holder must have:
• A bachelor’s degree in business and/or an equivalent qualification in finance or accounting from a recognised institution or professional body
• Relevant professional qualifications (e.g., CA, CPA, CFA, TEP or FRM) would be a distinct advantage
• A minimum of five (5) years’ relevant experience in the financial services industry, financial regulatory body and/or an accounting firm
• Quantitative experience with strong analytical skills to effectively identify risks and risk trends
• Experience conducting or participating in on-site reviews
• A strong track record of taking a positive, solutions-focused attitude towards complex problem-solving and exercising risk-based judgement
• The ability to deliver effective outcome-focused actions in an environment where priorities may change at short notice
• A high degree of personal commitment and the ability to work well as a member of a team and under pressure
• Confidence in conducting and speaking at meetings
• Strong oral and written communication skills, in particular, the ability to produce reports and business correspondence with a high level of accuracy within tight deadlines
• Proven experience in the evaluation of corporate governance structures, risk management frameworks and internal controls
• Working knowledge of computerised systems and databases, particularly the Microsoft Suite of products
