Supervision (FinTech) Department
The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as an Assistant Director in our Supervision (FinTech) Department. Reporting to the Chief FinTech Officer, the Assistant Director will be responsible for driving and managing the Department’s initiatives focused on innovative practices within the realms of investment and money service businesses. The incumbent will spearhead a team dedicated to developing and implementing state-of-the-art tools, capabilities, and technologies that underpin the Department’s supervisory and operational activities. The role involves a significant focus on the continual enhancement of the Authority’s Regulatory Sandbox and Innovation Hub, tailored specifically to investment and payment service innovations.
In this capacity, the Assistant Director will actively engage in assessment and licensing committee meetings pertinent to the investment and money service business sectors. The role entails a comprehensive review of licensing applications, as well as the development and implementation of robust regulatory and supervisory frameworks attuned to the dynamic nature of these sectors.
This is a key role for the Authority and the postholder will be responsible for, but not limited to:
• Leading and directing a team of professionals, focusing on a risk-based supervision approach specifically for entities involved in the investment and money service business sectors. This involves a proactive, forward-looking framework that utilises sophisticated analysis of financial and operational data
• Operating an effective and prudent licensing process, ensuring that all applications for investment and money service businesses are meticulously evaluated against the BMA’s regulatory standards
• Managing the team responsible for off-site analysis, compliance reviews and on-site assessments of firm business practices, ensuring adherence to international standards and regulatory requirements
• Spearheading the development and implementation of innovative supervisory and analytical initiatives aimed at enhancing efficiency and effectiveness within the Department
• Collaborating closely with other departments within the Authority to ensure seamless integration and implementation of legislative changes and policy developments that impact the investment and money service business sectors
• Representing the BMA in key international cooperation forums, providing thought leadership and insights in areas such as investment innovation, payment systems modernisation, cyber risk management, and operational resilience
• Leading process enhancement initiatives, focusing on the Department’s infrastructure and analytical capabilities, to support the sophisticated supervision of innovative financial services
• Contributing to and helping implement the BMA’s strategic vision and policy, ensuring alignment with the broader objectives of the Authority and the evolving landscape of the financial services industry
• Independently driving departmental strategic initiatives, with a focus on fostering innovation and operational excellence across the BMA
• Developing and managing the Department’s budget, ensuring efficient resource allocation and financial stewardship in line with the Department’s strategic goals
• Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post
This position requires a proven technical and business background; therefore, the post-holder must have:
• A master’s degree or equivalent qualification in finance (e.g., CFA), economics, business administration, or a related field from a recognised institution
• A minimum of ten (10) years of relevant experience, with at least five (5) years in a leadership role focusing on financial services innovation, preferably within an investment or money service business context
• Demonstrated experience in a financial regulatory environment, with a strong emphasis on leading innovative projects or regulatory initiatives in the FinTech sector
• Proficiency in a wide array of technologies, including but not limited to MS Office Suite applications and a keen understanding of emerging technologies such as blockchain, artificial intelligence and various RegTech and SupTech applications
• Exceptional analytical, strategic thinking, and communication skills, coupled with a proven track record in team leadership and stakeholder management
• Demonstrated thought leadership through active participation in industry associations, committees, or similar entities
• Strong interpersonal skills, enabling effective collaboration with industry representatives, government officials and international regulatory bodies
