The Role

 

Employ the knowledge of accounting, internal controls, business technology, information systems, and federal, state and local tax laws, as related to payroll and benefits, to ensure accurate and timely processing of payroll checks, tax reports, garnishments and employee benefits for 2,400+ active employees.  Maintain data integrity within the payroll related processing systems, and ensure compliance with federal, state and local tax laws, Agency policies, procedures, and bargaining unit contracts.

Responsibilities

  • Furnish timely and accurate weekly and bi-weekly paychecks through the development, analysis, translating and designing of payroll processing systems; and the monitoring of the adherence to internal controls, systems, tax laws, bargaining unit contracts and through the review of personally maintained reports.
  • Provide timely and accurate weekly, monthly, quarterly and annual employee tax-related reports, tax deposits and general ledger posting through implementation and review of payroll related systems, adherence to payroll tax law, garnishment and child support regulations and employee benefit laws in accordance with Federal, State and Local regulations.
  • Maintain high quality standards and timeliness of reporting by developing plans to meet unexpected situations, new developments and changes in the business environment, anticipating events and preparing for emergencies, by understanding the factors and conditions affecting the organization, and responding appropriately.
  • Maintain effective internal controls through development and implementation of policies and procedures, training of agency employees as warranted by changes within the agency, bargaining unit contracts, tax laws and the processing of employee benefit data as related to payroll functions.
  • Achieve high quality work standards and departmental knowledge by fair and honest evaluations of professional and bargaining unit employees
  • Responsible for recruiting new staff, establishing work schedules, training employees in work procedures and methods, identifying deficiencies, taking corrective steps by designing specific employee training experiences and taking other corrective action as appropriate.
  • Achieve a balanced budget for the cost center through development of budget monitoring methods; identifying and establishing cost savings methods; and recommending cost savings to meet the agency goals.
  • Responsible for all testing of Payroll and Timekeeping software upgrades, patches and program changes. Considerable skill in interacting with Benefits and HR and Legal to implement new plans and procedures.
  • Promote training and recertification opportunities for professional staff and encourage training and upgrading tasks for bargaining unit employees.
  • Ensure adherence to IRS regulations regarding W-2 reporting;
  • Other duties and projects as assigned.

Knowledge, Skills, & Abilities

  • Knowledge of Generally Accepted Accounting Principles (United States), especially as it related to payroll, payroll taxes, garnishments and benefits.
  • Experience with a high volume, multi-state payroll environment.
  • Experience developing, administering and managing policy and procedures, including payroll functions to ensure adherence to company guidelines.
  • Comprehensive knowledge of bargaining unit contracts relating to work rules, benefits, step-rates and other salary structures.
  • Considerable knowledge of Federal, State and Local tax laws as related to payroll and employee benefits.  Experience in filing Federal, State and Local quarter and annual reporting.
  • Experience in organizational planning of goals and objectives as well as departmental work standards. Able to develop and write procedures.  Ability to evaluate program effectiveness. 
  • The necessary skills to deal with problem solving and decision-making. 
  • Experience in establishing and maintaining effective means of coordinating unit plans and schedules with other organization units. 
  • Experience in planning techniques, development of goals and objectives, staffing and work standards.
  • Experience in coordinating long-term and short-term planning in a fast changing environment.
  • Ability to work with all levels of management and to deal effectively with people.
  • Ability to recognize and solve problems effectively.
  • Ability to administer and control a budget.
  • Ability to work in an ever-changing environment.
  • Ability to formulate data gathering and prepare clear, concise reports.
  • Ability to supervise others.
  • Good communication and interpersonal skills when interacting with vendors, management and co-workers.
  • Strong computer skills, including Microsoft products (Excel, Word, Outlook), Kronos.
  • Ability to provide user acceptance testing (UAT) for periodic system upgrades and patches.  (Knowledge of Oracle HRIS and Kronos Timekeeping a plus.)
  • Ability to communicate and enforce governmental regulations and agency policies to employees and co-workers.
  • Ability to work independently under pressure.
  • Ability to maintain confidentiality of employee information.
  • Willing to adjustable work schedule to accommodate for holidays to meet payroll related deadlines.
  • Ability to reconcile payroll general ledger accounts.

 

Education

Experience

Degree: Bachelor’s Degree required in business administration, finance, accounting or related field.  CPP, FPC preferred

Years: Minimum of five (5) years in Payroll processing and supervisory experience preferred. 

Field: Accounting, Business Administration, Finance, or related field.  Information technology course work a plus
