The Role 

  

The Learning and Development Specialist will support continuous career development and culture initiatives     in accordance with Bi-State Development’s (BSD) best practices and organizational strategic plan and goals. 

  

This individual will ensure all training content is relevant and in compliance, to improve the internal and external customer experience across BSD by creating an empowered and collaborative culture, placing the physical, mental and emotional safety of our team members and customers above all else.   This will be done strategically and tactically through career development activities, curriculum/content design, and course tracking/measurement/reporting.  This role includes handling interactive learning materials and utilizing multiple systems to serve the learning and cultural needs of the organization. 

  

Responsibilities

  • Partner in the consultation, design, development, implementation, evaluation, editing and facilitation of Metro and office training courses, utilizing a wide variety of learning methods including Instructor Led Training (ILT), Video Instructor Led Training (VILT) computer based training (CBT), hands-on and other methods appropriate for adult learners to ensure a relevant and measurable transfer of knowledge.
  • Confers with management, supervisors, and team members positively and professionally to gain knowledge of work situations requiring training and to better understand changes in policies, procedures, regulations, business initiatives and technologies. 
  • Utilize process improvement techniques to develop, evaluate, propose and implement modifications to existing development initiatives and programs.
  • Develop procedures, participant manuals and facilitation guides for ILT training and processes within the Learning and Development team.
  • Gathers information and prepare learning and development reports and analytics.
  • Collaborate with learning and development teammates to develop and facilitate training & culture initiatives; also support them as a back-up.
  • Support and enhance employee career growth utilizing assessments and creating individual development plans (IDP).
  • Demonstrate high level of confidentiality.
  • Regular and reliable attendance in the office is required.

Education 

Experience 

Degree: Bachelor’s degree (or) 5+ years of equivalent experience in Talent Development, Instructional Design, Organizational Development or a related field. 

  

CPLP, PHR/SHRM-CP, or other training certifications preferred 

  

Years: 5+ years supporting corporate learning 

  

Field: Talent Development, Instructional Design, Organizational Development or a related field. 

Field: Two or more years of e-learning authoring and management software experience preferred. (LMS: CSOD, SkillPort, etc.;    Authoring:  Articulate 360, Easy Generator, etc.) 

Experience with web conferencing tools preferred. 

E-learning/Video course development using common authoring tools preferred. 

Experience with a Learning Management System is preferred. 

Experience with graphic design elements appropriate for online instruction preferred.
