The Role 

  

Manage and conduct the procurement and contract administration process from the planning and development of solicitations through the delivery of goods or services.  Choose solicitation methodology in consultation with the Category Manager. Develop solicitation packages, terms and conditions, bid sheets or other price schedules, statements of proposal requirements, etc.  Identify potential vendors, insure competition commensurate with market and costs, and manage solicitation process in keeping with regulatory and ethical standards.  Work with internal customers to plan schedules for particular procurements. 

  

Responsibilities 

  

Essential Functions: 

  • Negotiates contract terms and conditions
  • Recommends contract awards
  • Leads a negotiation team comprised of technical, legal, and fiscal participants
  • Performs procurement planning, solicitation, and evaluation of proposals using automated procurement processing systems
  • Collaborates with and advises requestors on purchase methods and alternate products and recommends substitutes.
  • Solicits and evaluates quotations, bids, and proposals
  • Prepares and/or negotiates contract prices, terms, and conditions
  • Prepares various correspondences and reports
  • Provides responsive, high quality service to Agency staff, representatives of supplier community, and members of the public by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner.
  • Oversee Agency-wide Blanket or Contract Purchase Agreements
  • Resolves invoice and/or receipt discrepancies as required
  • Procurement activities will be conducted in a manner to ensure internal customers receive goods and services needed in accordance with Metro procurement policy, which provides for full and open competition to the extent possible
  • Represent the Agency by upholding the integrity and transparency of the Procurement process while maintaining compliance with federal regulations, ethical standards and the Agency Code of Conduct

Knowledge, Skill, & Abilities 

  

Knowledge of:  

  • Contracting law, Uniform Commercial Code, FTA Circular 4220.1F, FAR and other laws and regulations pertaining to the solicitation of bids/proposals, evaluation of offers, negotiations and awarding of contracts
  • Telephone, office, and online etiquette
  • Vendor practices regarding pricing, material management, shipping, warranties, and invoicing
  • Elements of cost accounting principles and practices
  • Principles and practices of professional procurement with particular emphasis on automated procurement and information systems
  • Contracting, goods and/or service-type contracts, construction contracting, and contract financing
  • Elements of cost and price analysis principles and techniques
  • Contract negotiation methods and techniques
  • Application of contract type (i.e., cost plus fixed fee; award fee; incentive; fixed price; etc.)
  • Negotiated procurement via Request for Proposals
  • Elements of material management systems
  • Computer software (i.e., word processing, spreadsheet, database, and graphic)

  • Exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations

  

Education 

Experience 

Degree: BS, BA, Master’s degree or comparable experience.  Certification in Construction Management and/or Procurement Certifications such as CPPB, CPPO, CPSM, NIGP-CPP  

Years: 3-5 years of professional Procurement experience preferred or comparable experience that demonstrates the ability to manage procurements of moderate to high complexity. Experience with Oracle or similar enterprise resource planning tools desired. Experience in procuring and issuing construction contracts.
