The Role  

   

The Innovative Services Project Analyst supports and accelerates Metro’s goals for public transportation in the St. Louis region, focusing on improving the customer experience with a suite of tools, services, and programs that best match mobility options to different market demands. The Planning & System Development Division established an Innovative Services Department in 2019 to advance this vision for public mobility, testing and executing solutions like microtransit and partnerships with transportation network companies and mobility-as-a-service providers. These new mobility options require supportive technology solutions for trip planning, dispatching, fare payment, etc. and the Innovative Services Department has managed or assisted in the agency’s on-boarding and/or administration of such solutions to date. The Project Analyst in the Innovative Services Department is responsible for: assisting in the administration of community mobility services, in particular tracking and reporting on program performance metrics; managing a variety of partnerships and customer communications related to these programs; supporting the I.S. Director in pursuing outside funding opportunities to sustain these mobility solutions.  

Responsibilities  

Support and grow community mobility services:  

  • Learn the management requirements and perform some administrative duties of maintaining relationships with service providers, such as tracking and analyzing invoices
  • Research and coordinate innovative mobility technologies, analyzing landscape of companies competing in this bourgeoning space to find and work with those that best fit the St. Louis region’s transportation needs
  • Sustain and expand partnerships through demonstration of pilot services, working with governmental and private partners to obtain necessary approvals and support

Establish and maintain evaluation systems:  

  • Organize and maintain datasets related to community mobility services, and fulfill data requests from internal and external partners on these programs
  • Create and maintain reliable and effective performance metrics for existing and future pilot services, which directly inform the action plan for I.S. Department’s suite of mobility services that complement Metro’s core business
  • Support Metro’s fulfillment of federally mandated programs like reporting to the National Transit Database (NTD), Title VI, the Americans with Disabilities Act, and FTA Drug & Alcohol policies

Research and plan to improve customer experience:  

  • Conduct peer research and case studies on solutions to fare and service equity across demographics, transit’s relationship to Social Determinants of Health, and how public transportation provision connects with other systems in the urban environment (such as economic development or environmental justice)
  • Explore cross-training to enhance agency performance in ways that directly benefit customers (such as facilitating education of front-line operations staff about microtransit programs so that more staff can inform riders of options)
  • Support Service Planning and Long-Range Planning functions with critical analysis, data organization, research and writing for projects and programs that support equity in service delivery, fares, and related transit programs.

Knowledge, Skills, & Abilities  

Analytical Ability  

Must be able to perform cost-benefit analysis of potential programs and service providers, and must possess the ability to evaluate risks and make recommendations regarding agency decision-making on innovative services.  

   

Industry Knowledge  

Conceptual knowledge of transit needs and challenges that govern transit service distribution. Prior experience in transit industry not mandatory, but strong background (including a mix of educational and professional experience) working in urban transportation, business, and/or regional economic development is necessary.  

   

Technical Skills  

  • Advanced Microsoft Office (Word, Excel, PowerPoint)
  • Practiced in statistical analysis software (e.g., Excel)
  • Knowledge of basic geographic/geospatial mapping and analysis software (e.g., ArcGIS Enterprise, ArcGIS Online)
  • Experience with using Business Intelligence Tools (e.g., Tableau)
  • Proficient with commonly used datasets from U.S. Census Bureau, and ability to work with other demographic, economic, and geographic datasets
  • Familiarity with basic public transit software a plus (Trapeze & Remix)

Ability to lead projects and manage peers’ support and contributions to those projects

Degree: Degree: B.A./B.S. required, M.A /M.S. preferred
