The Role

 

Manage the technical design, operation and maintenance/repair work on electronic communications systems and equipment. This position is responsible for directing and/or participating with direct report supervisory/nonsupervisory staff in the design, administration, deployment, maintenance and repair of regional/local fixed Radio Frequency (RF) and associated Internet Protocol (IP) communications networks and equipment. Directs the administration and maintenance of all voice and data subscriber units operating on said networks along with mobile CCTV/audio systems/network hardware. Ensures current and future staffing qualifications and levels. Conducts cost analysis of work performed. Provides emergency direction to field personnel. Directs parts and supplies inventory operation. Responsible for program budgets, strategic internal and/or regional planning initiatives and other related work as required. Represents Bi-State Development and participates with other regional partners in the administration/governance of the St. Louis Regions component of the Missouri State Wide Interoperable Communications Network (MOSWIN). Interacts with regional non MOSWIN entities on behalf of Bi-State Development. Administer all facets of Bi-State Development’s Federal Communications Commission (FCC) compliance and authorizations. 

 

Responsibilities

  • Hire, train, discipline, promote, and evaluate Service Center personnel to ensure the availability of a well-trained staff. Ensure compliance with Agency goals and objectives, administrative procedures, and department policy. Approve/disapprove leave, timesheets, expense reports, and overtime; completing promotional rating reports; writing letters of commendation and/or reprimand; evaluating, counseling, and cross-training staff in electronics and network communications administration/maintenance principles; developing and/or approving position descriptions.
  • Direct lead staff in scheduling, assigning, and evaluating work of Service Center personnel ensuring work is performed in a timely and accurate manner while considering the requirements of internal and external clientele.  Monitor for completeness, and check for documentation and accuracy; assigning and reviewing work; setting deadlines; overseeing the administration, maintenance and repair of all assigned systems and equipment. Ensure the implementation and compliance of a preventative maintenance program.
  • Direct the installation, administration, maintenance, and repair of all assigned networks, systems and equipment ensuring operations conform to FCC and other applicable regulations.
  • Coordinate inventory procedures so that necessary parts and equipment are stocked at appropriate levels and overhead costs are kept at a minimum. Ensure compliance with and participation in all fixed asset inventory and accounting efforts.
  • Analyze cost control methods and coordinate cost accounting records on electronic equipment to evaluate effectiveness of maintenance/replacement costs by providing policy controls up to and including maximum utilization of available resources and personnel.
  • Provide internal and/or regional strategic planning and direct oversight through project management on new systems, installations, system improvements, special studies, and other technical information so that functionality, reliability and cost effectiveness is maintained.
  • Represent Bi-State Development in the administration, governance and maintenance of the St. Louis Regions component of MOSWIN. Responsibilities include but are not limited to; enforcing regional governance requirements, regulatory compliance, review network participation requests, network design/enhancement reviews, interacting with the Networks parent OEM, ensuring the representation of each of our regional partners are considered (Lambert International Airport and the City of St. Louis) during any decision process. Participate as a member of the governance committee. Interact with other entities (East West Gateway, Regional Counties, other Municipalities, etc…) on behalf of the committee and or participating entities.

Knowledge, Skill, & Abilities

 

Knowledge of:

  • Principles of supervision necessary to hire, train, promote, and evaluate Service Center staff and achieve maximum utilization of human resources.
  • Standards and practices of installation, repair, and maintenance of contemporary communications networks and equipment necessary to direct and assist staff in a variety of advanced network administration, deployment and technical repair efforts.
  • Network specific administration, design, operation and maintenance of the Regions component of MOSWIN in compliance with Regional Governance requirements in maintaining and/or managing the network as a committee member.
  • Specific to the administration and maintenance of CAD/AVL, Transit route & schedule processes, data/mobile data in a transit environment.
  • IP network design, maintenance and use in both an RF and Transit Data environment. Skills will also be required in data base management in both environments.
  • FCC rules and regulations governing usage and repair of electronic communications equipment necessary to comply with CFR47 Parts 90 and 22.
  • Tools and test instruments used in the repair and maintenance of electronic communications hardware necessary to coordinate the purchase, distribution and inventory of proper tools and equipment to technical staff.

Skill in:

  • Operating precision measuring devices necessary to calibrate electronic product servicing equipment.

Ability to:

  • Troubleshoot problems within electronic voice and data communications networks/equipment necessary to direct staff in the identification and resolution of complex malfunctions.
  • Communicate effectively, both verbally and in writing.
  • Analyze costs and recommend capital budget priorities ensuring efficient use of monies for new and replacement systems equipment and supplies.
