The Role | ||
The Data Strategy Manager creates and oversees tools and systems that disseminate data in a user-friendly way, advancing the Planning & System Development Division’s work to support data-driven decision-making throughout Bi-State Development/Metro. This position is responsible for strengthening all functions of the Planning Division with quantitative analysis, data visualization, and building tools that bolster decision-making around policy and programmatic development. This position provides insightful, data-driven analyses that are used by a variety of technical and non-technical audiences, from peers and leadership in other agency divisions, to external stakeholders and community partners. A central role that pivots between departments, this Manager must be able to work knowledgably and trouble-shoot technical and systems-level issues with Scheduling and other Planning staff, while also working on bigger programmatic goals (including capital priorities, service and fare equity, and the Title VI program) with Long-Range Planning and Innovative Services staff. Lastly, this position must be able to seamlessly manage the work of peers while also serving as a team player on other initiatives. | ||
Responsibilities | ||
Data Insights to Improve Decision-Making
Project Management Spearhead new programmatic areas with research and analytics that advance overall Planning goals of: improving transit customers’ experience; delivering reliable service; and connecting with other systems (such as roadway planning, economic development, and public health) to address regional challenges. Assist other Planning team members in setting up evaluations for effective project management.
Program / Systems Support

Analytical Ability Must possess the aptitude for mathematics and critical thinking, and skills in statistical analysis. Strong experience in both quantitative and qualitative research methods, with an emphasis on data visualization and presentation.
Industry Knowledge Conceptual knowledge of transit needs and challenges that govern transit service distribution. Prior experience in transit industry not mandatory, but ability to transfer skills around data management, visualization, and reporting is required.
Technical Skills • Advanced Microsoft Office (Word, Excel, Access, PowerPoint) • Advanced statistical analysis software (Excel) • Practiced in geographic/geospatial mapping and analysis software (ArcGIS Enterprise, ArcGIS Online, ArcGIS Insights, ArcGIS Workforce) and ability to conduct spatial analyses • Proficient in a data scripting language (Python, R, or SQL), for instance to build and manage data visualizations • Proficient in using Business Intelligence Tools (Tableau) • Knowledge of commonly used datasets from U.S. Census Bureau, and ability to work with other demographic, economic, and geographic datasets • Familiarity with basic public transit software a plus (Trapeze & Remix)
