The Role

Assists in managing activities of consultants and contractors engaged in the design and construction and/or installation of facilities, stations, tracks, systems, buildings, bridge structures, and other related features associated with the transit system or other capital projects. 

Responsible for timely completion of designated segments of light rail construction or systems installation.

Responsibilities

  • Reports to the Director of Capital Projects.
  • Manages the design process to ensure consultants follow Metro design criteria.
  • Ensures all relevant Agency departments review periodic design submittals.  Addresses all comments received.
  • Ensures consultants comply with NEPA requirements and obtain all necessary permits and agreements.
  • Determines that all work performed and all materials furnished are in accordance with the contract documents. 
  • Document changes that occur in the field to the contract drawings.  Ensure all changes are incorporated in the record drawings.
  • Responsible for witness, inspection, and factory acceptance testing as required at the factory or fabrication plant. Document all tests witnessed for concrete, steel, etc. and log in the Field Inspection Report Log.
  • Ensures that the contractors comply with their respective safety and QA/QC plans.
  • Assists in the preparation of construction and design cost estimates. 
  • Maintains Daily Inspection Diary indicating all inspection, testing and management activity, site location, contractor contact made, progress made, contractor work force, materials delivered and used, and equipment on site.
  • Prepares the final inspection Punch Lists, and ensures subsequent completion of all work noted on the Punch Lists.
  • Ensures that all materials requiring testing are identified.  Ensures results of any testing are properly reviewed, evaluated, and reported; and if required remedial action is taken.
  • Communicates understanding and support of organization goals through actions and spoken and written words; interacts effectively with individuals and groups at all levels; maintains ties with external organizations; keeps all interested and involved parties informed of matters requiring their attention.
  • Implements established means of coordinating project plan and schedules with other projects activities; report delays and problems promptly and take appropriate actions to maintain effective coordination of activities; ensure that activities do not conflict with organization goals.
  • Reviews plans and specifications to determine adequacy for construction and adherence to acceptable construction standards and practices.
  • Works with private utility companies to coordinate relocation of utilities, obtain estimates, write purchase requisitions, monitor progress and approve payment.
  • Monitors and reviews the work of consultants.  Meets with Agency management officials and staff to advise on work activities and resolve problems impacting the scheduled completion of the project.
  • Organizes and attends periodic meetings with contractors to discuss project, specifications, unusual conditions, the contractor’s plan and schedule of operations and other pertinent items conducive to clear understanding of project.
  • Develops plans to meet unexpected situations, new developments and changes in the business environment; prepares for emergencies; anticipate events; understands the factors and conditions affecting the project and respond appropriately when these change.

Knowledge, Skills, & Abilities

 

  • Knowledge of engineering design and construction project management.
  • Knowledge of building materials and equipment, construction practices, and techniques.
  • Knowledge of federal, state and local laws and regulations governing construction activities.
  • Ability to communicate effectively, orally and in writing.  
  • Experience in computer aided drafting and cost estimating.
  • Experience in using personal computer.
  • Ability to read and understand project drawings, specifications, geotechnical reports and other contract documents.
  • Ability to use computer software for word processing, spreadsheet and database applications.

Education

Experience

Degree:  B.A. / B.S. required, P.E. Preferred

Years:  1-5 years required 5-10 years preferred

Field: Civil Engineering or related field
