The Role

 

This position is the cost center manager and is accountable for their own Division Bus Facility and grounds.  Responsible for development and administration of an annual operating and capital budgets.  Direct supervision of union employees, manage contracts, contractors, and consultants responsible for the maintenance, cleaning, and repair of the facility, landscaping, electrical systems, and facility related equipment. Maintain cost in accordance with the Agency’s budget. Maintain facilities and equipment in compliance with FTA’s asset management program mandate. Must manage performance, risks, and costs over their lifecycle to provide safe, cost-effective and reliable service to current and future customers. Support all departments to meet the Agencies goals and objectives. Supervise winter storm procedures with removal of snow and ice from sidewalks, parking lot, training lot, and other areas of concern to the Agency during inclement weather. Will be the first to respond to emergency facility needs 24hrs. a day 7 days a week for their particular Facility.

 

Responsibilities

  • Supervise union mechanics, electricians, utility workers, and truck drivers in an effort to maintain and repair the facility, facility related equipment, and outside grounds.
  • Committed to staff development and cooperative management practices
  • Has the ability and willingness to foster a team environment relationship within the Facility Maintenance dept. and other departments in the course of daily activities.
  • Performs Quality assurance work inspections, establishing priorities, scheduling work assignments, estimating new construction project, purchasing repair parts and construction materials, and evaluating equipment’s useful life and replacement. Provide specifications for building repairs and equipment.
  • Manage outside contractors for facility cleaning, repairs, pest mitigation, and warranty repairs
  • Provide internal & external customer service for all contractors, consultants, and other Metro departments who interface with the Vehicle Maintenance Department concerning your facility.
  • Manage and develop preventive maintenance inspections, labor sheets, and activities using the EAM
  • Develop, justify, and administer the operational and Capital budget for their cost center Conduct annual asset condition assessment on all assets to ensure compliance with Metro’s Transit Asset Management program.
  • Maintain the TAM program compliance for the facility assets for your Facility and grounds
  • Manage material inventories, utilities, and equipment needed to support the Vehicle Maintenance Department and Bus Operations.
  • Support Metro’s PTASP and may serve on the safety Compliance Committee.
  • Knowledge of fire protection systems
  • Certified in Underground Storage Tanks
  • Work will be done mainly onsite with some remote work when necessary
  • Must travel to multiple facilities to monitor work
  • Requires desk work, standing, and walking

 

Knowledge, Skill, & Abilities

 

  • Must have knowledge and understanding of building maintenance, electricity, electronic heating and air conditioning, welding, hydraulics applied to repair or replacement of Agencies building, grounds and associated codes and regulations.
  • Knowledge for instructional training purposes of heavy equipment, dump trucks, bucket trucks, fork trucks, backhoe and skid loaders, power hand tools and electrical testing devices. Interpret blueprints and diagrams.
  • Ability to communicate effectively both orally and written within multi union and non-union work force environment.
  • Knowledge of various computer programs. Microsoft word, excel, windows, M5 and EAM.
  • Five or more years’ experience within one of the building trades related to the field of facility management.
  • Comprehensive knowledge of building maintenance including but not limited to industrial electricity, commercial refrigeration, plumbing, welding, and practical mechanics for equipment repair.
  • Ability to cope with all weather conditions for extended periods of time.
  • Ability to work long hours, on call 24 hours a day.
  • Ability to present reasonable and cost-effective solutions to the problems faced within a constantly changing environment.
  • Ability to work within confined spaces or extremely high locations.
  • Able to provide within scheduling. Comprehensive knowledge of the tools, equipment and supplies used in light rail vehicle repair and maintenance.
  • Ability to learn Agency regulations and collective bargaining agreement
  • Ability to supervise and evaluate the work of subordinates implement procedures, rules and regulations and instruct employees on methods and techniques used in vehicle repair and maintenance.
  • Ability to communicate effectively, both orally and in writing, collect data, prepare reports and budgets.

 

Education

Experience

Degree: Two (2) year college or technical degree preferred

 

Years: Minimum five (5) – ten (10) years required

Field: Facility Management, Building Trades or related field.

Filed: Building Maintenance or related field.
