The Role

Responsible for the planning, development, goals and direction of all activities related to the rail rolling stock. Reviews, analyzes and directs preventative, planned and repair activities for all light rail vehicles.  Establishes maintenance policy, practices and procedures to ensure safe, reliable and dependable vehicle availability and operation. Leads procurement and program efforts for new and significant mid-life overhauls of rail vehicles.

Responsibilities

  • Leads a department staff of professionals, both salaried and hourly personnel, consultants, contractors, and other Metro departments, in support of the efficient lifecycle asset management of all rail rolling stock fleets in multiple maintenance locations.
  • Develops and implements vehicle maintenance policies and programs for light rail vehicles and trolleys, including management and support of all FTA and SSO related activities including but not limited to:
    • Public Transportation Agency Safety Plan (PTASP)
    • Safety Management Systems (SMS)
    • FTA Safety Bulletins and Advisories
    • FTA State of Good Repair
    • FTA Transit Asset Management
    • SSO Program Standards
    • CFR and FFGA requirements
  • Coordinates operating effort with capital vehicle, tool and equipment acquisitions including support for grant applications, specifications, and independent cost estimates.
  • Develops and approves specifications for new vehicles, subsystems, and other support equipment based on current industry standards.
  • Monitors and manages multiple consultants, contractors and contracts compliance and performance.
  • Provides oversight and direction to a department of supervisors, directing maintenance and repair activities for multiple light rail vehicles fleets.
  • Develops long-term plans, forecasts and oversees budget development for multiple cost centers.
  • Reviews performance of multiple functional rail vehicle maintenance units.
  • Coaches for improvement in each area.
  • Oversees the development of training programs for light rail vehicle mechanics and supervisors.
  • Maintains current knowledge of technical advancements in light rail vehicle systems.
  • Ensures policies and directives are consistent with the BSD/Metro Mission and Strategic Goals.
  • Develops and mentors department staff, maintains a safe, professional, collaborative work environment empowering employees to strive and succeed. Develops and maintains critical succession planning.
  • Coordinates maintenance activities with senior managers of the Operations Division, Administration Management, Marketing and Communications, Capital Programs and Technology, Capital Engineering, and Talent Management.
  • Make verbal and written recommendations to Senior Metro Management. Provides detailed analysis to support recommendations.
  • Meets with Metro management, staff, union employees, contractors and customers to obtain or provide information necessary for effective operation of various Metro rail modes.
  • Special projects and other duties as assigned.

Knowledge, Skills, & Abilities

 

Comprehensive knowledge of effective maintenance practices as they pertain to rail vehicle maintenance. Ability to understand complex electrical, mechanical, pneumatic, and hydraulic systems. Understanding of effective budget development, and application. Must be able to communicate effectively with executive level and hourly employees. Must be able to develop and implement cohesive, effective maintenance policies, procedures and practices. Ability to evaluate technical issues and individual competence. Possess strong communication skills, both orally and in formal written documents, presentations, and electronic communications.

Education

Experience

Degree:  Four-Year Degree Highly Desirable

Years:  12 years experience in progressively more responsible maintenance Management functions required.

Field: Technical Engineering, Engineering Management

Field: Maintenance, LRT Engineering, Rail Vehicle Procurement.
