About Technical Operations

BioMarin’s Technical Operations group is responsible for creating our drugs for use in clinical trials and for scaling production of those drugs for the commercial market. These engineers, technicians, scientists and support staff build and maintain BioMarin’s cutting-edge manufacturing processes and sites, provide quality assurance and quality control to ensure we meet regulatory standards, and procure the needed goods and services to support manufacturing and coordinating the worldwide movement of our drugs to patients.

Job Description: Director, Supply Chain Operations & Performance
Reports to: VP, Global Supply Chain
Department: Global Supply Chain
Role Type: Full-Time, Hybrid requiring minimum 2 days onsite per week in San Rafael, CA
Leadership: Member of Global Supply Chain Leadership Team (GSCLT)

Position Summary
The Director of Supply Chain Operations & Performance is a key strategic leader within BioMarin’s Global Supply Chain organization. This role is responsible for establishing and driving the performance management framework that ensures BioMarin’s supply chain operates reliably, efficiently, and in alignment with enterprise priorities supporting patients with rare diseases.
In addition, the role acts as the VP of Global Supply Chain’s primary partner in managing operational execution across the function. This includes driving strategic initiatives, coordinating leadership team operations and standardized governance, improving cross-functional alignment, and ensuring the Global Supply Chain organization operates cohesively, transparently, and with strong rhythm-of-business discipline.
This position requires a seasoned leader with strong business acumen, exceptional analytical capability, and the ability to drive outcomes across a complex, global, GxP-regulated supply chain environment.

Key Responsibilities
1. Global Supply Chain Performance Management
  • Lead the design, implementation, and continuous improvement of performance management processes across Global Supply Chain.
  • Establish and maintain an enterprise-aligned KPI framework that drives transparency, accountability, and proactive decision-making.
  • Develop control towers, dashboards, scorecards, and analytics to monitor end-to-end supply chain performance, including service, inventory, cost, reliability, and quality.
  • Partner closely with Planning, Logistics, Sites, Global Clinical Supply, Procurement, and across the Global Supply Chain Network to ensure consistency and data integrity across performance metrics.
  • Facilitate annual, quarterly and monthly performance reviews, providing insights, risk identification, and recommendations to improve operational outcomes while recommending improved governance infrastructure in partnership across TOPs.
  • Drive maturity in data governance and integration across supply chain systems (e.g., SAP, Planning tools, Tableau/PowerBI).
 
2. Supply Chain Operational Cadence & Leadership Team Enablement
  • Serve as a strategic partner to the VP, Global Supply Chain, enabling effective decision-making and operational execution across the organization.
  • Lead the coordination and optimization of the GSCLT rhythm of business, including leadership meetings, agenda setting, follow-through on actions, and communication of priorities.
  • Prepare and/or oversee materials for Executive Leadership Team updates, strategic reviews, and cross-functional governance forums.
  • Represent the VP in functional or cross-functional workstreams as needed to maintain momentum on key initiatives.
  • Ensure strategic priorities are translated into clear operational plans, aligned across all supply chain sub-functions.
  • Support organizational design, capability building, and change management efforts within Global Supply Chain.
  • Responsible design, logistics and execution/facilitation of the Global Supply Chain meetings and events designed to develop strategies, monitor performance and enable the organization effectiveness throughout the year. 

3. Strategic Planning, Portfolio & Initiative Management
  • Drive the annual strategic planning cycle for Global Supply Chain, aligning initiatives to BioMarin’s corporate and Technical Operations strategies in close alignment with the Head of SC Transformation and Excellence.
  • Support the prioritization, resourcing, and lifecycle management of major supply chain strategic initiatives.
  • Partner with Finance on budget planning, headcount strategy, and financial performance tracking related to supply chain operations.
  • Identify opportunities to streamline processes, improve cross-functional interfaces, and increase operational effectiveness.

4. Leadership & Stakeholder Engagement
  • Serve as a trusted, influential leader within the Global Supply Chain Leadership Team.
  • Build strong relationships across Technical Operations, Quality, Manufacturing, Commercial, Finance, and Corporate Strategy.
  • Provide structured, data-driven insights to drive alignment and inform leadership decisions.
  • Coach and mentor team members who are involved in performance management, reporting, or program management.
  • Foster a culture of continuous improvement, operational excellence, and collaborative problem-solving.

Qualifications
Required
  • Bachelor’s degree in Supply Chain, Operations, Engineering, Business, or related field.
  • 10+ years of experience in supply chain, operations, operational excellence or performance management roles, ideally within biopharma or highly regulated industries.
  • Demonstrated success leading cross-functional strategic initiatives and deployment, and driving operational performance improvements.
  • Strong analytical and quantitative skills with experience developing KPI frameworks, dashboards, and business reviews.
  • Excellent communication and executive presentation capabilities, including experience preparing updates for senior leadership.
  • Proven ability to lead through influence in a complex, global organization.
  • Experience working with end-to-end supply chain processes and systems (SAP, Planning Tools, Tableau/PowerBI, etc.).
Preferred
  • Advanced degree (MBA or related field).
  • APICS Certification
  • Experience in organizational effectiveness, operational strategy, PMO, business operations, or similar strategic roles.
  • Background in rare disease product supply chains.
  • Experience supporting senior executives or leadership teams in a high-growth or global environment.
