Summary
The Program Manager, Clinical Quality is a strategic leadership role focused on ensuring high-quality, safe, and compliant care for residents. This role provides primary oversight for all clinical programs.  It collaborates and coordinates with Quality Practice Leads to integrate contributions from nursing and allied health into interdisciplinary programs. 
The Program Manager works collaboratively with the Clinical Education Team to identify training needs and guide the development of evidence-informed training programs. This role ensures that programming aligns with regulatory requirements, accreditation standards, professional scope of practice, and Bethany’s philosophy of care, fostering a culture of safety, quality, and collaboration across the organization.
Essential Duties, Responsibilities 
Clinical Governance
•    Provide primary oversight for programs including IPC, wound care, medication management, dementia care, palliative care, and falls prevention.
•    and pain management.
•    Collaborate with the Manager, Clinical Education and Quality Practice Leaders to coordinate to ensure quality care and service delivery.
•    Develop, review, and implement policies and procedures aligned with evidence-based practices and regulatory standards.
•    Provide leadership in partnering with the site leadership and clinical education teams to guide the development and delivery of training programs for staff.
•    Ensure programs support regulated health care professionals and their delegates to operate within their scope of practice and adhere to professional standards.
Regulatory Compliance and Accreditation
•    Lead accreditation readiness efforts, including policy reviews, evidence collection, and risk mitigation strategies.
•    Ensure compliance with provincial and national regulations, updating practices to align with evolving standards.
•    Collaborate with site leadership and clinical education teams to assess knowledge and address compliance gaps ensuring training aligns with accreditation requirements.
•    Oversee completion of audits and compliance assessments, addressing gaps through Quality Safety Committee action plans.
Quality Assurance (QA) and Compliance Oversight
•    Oversee quality assurance initiatives for programs, ensuring alignment with policies and best practices.
•    Collaborate with site leadership, the clinical education team, and interdisciplinary teams to maintain a culture of compliance and continuous improvement.
•    Monitor and report on key performance indicators (KPIs) for all clinical programs.
Quality and Performance Improvement (QI)
•    Partner with the Quality Practice Lead to co-lead interdisciplinary quality improvement initiatives.
•    Utilize recognized improvement frameworks (e.g., PDSA, Lean Six Sigma) to address care gaps and improve program outcomes.
•    Collaborate with the clinical education team to ensure training supports quality improvement goals and builds staff capacity for data-driven decision-making.
Safety Event Management
•    Oversee safety event reporting and lead safety reviews for incidents.
•    Collaborate with site leadership on safety reviews and action planning.
•    Collaborate with the Professional Practice Leads on interdisciplinary safety reviews and action planning.
•    Partner with the clinical education team to develop and deliver training aimed at mitigating safety risks and promoting a culture of safety.
•    Ensure proactive risk management strategies are in place and communicate effectively.
Stakeholder Engagement and Collaboration
•    Build strong relationships with interdisciplinary teams to embed Bethany’s care philosophy into all programming.
•    Facilitate collaboration across quality and care teams. 
•    Partner with the site leadership and clinical education team to continuously assess and address staff training needs, ensuring alignment with organizational goals.
•    Act as a mentor and resource for teams, fostering professional growth and engagement.
What You Bring: 
Education
•    Bachelor’s degree in nursing, Allied Health, Healthcare Administration, or a related field (Master’s preferred).
•    Current registration with a relevant professional body if applicable (e.g., RN license).
•    Certifications in Quality Improvement (e.g., Lean Six Sigma Green/Black Belt) or Accreditation Canada Surveyor training are assets.
Additional Experience & Skills
•    Minimum 5 years of progressive leadership experience in healthcare quality, safety, or compliance roles.
•    Demonstrated track record of managing accreditation processes, audits, and quality improvement initiatives in a clinical environment.
•    Experience conducting incident reviews, developing action plans, and facilitating organizational change.
•    Ability to spend extended periods at a desk and perform close visual work.
•    Mobility for kneeling, bending, and light lifting as needed.
