JOB SUMMARY
The Program Manager for Assessments and Multi-Language Learning (MLL) Compliance will lead the strategic development and oversight of assessment and MLL programs across Aspire Bay Area TK-12 schools. This role ensures that assessment processes align with state and federal compliance standards, including those established by the California Department of Education (CDE), and supports the reporting needs of school leadership and authorizers. Additionally, this position will establish instructional practices aligned with ELD standards, guide data-driven decision-making, and ensure that academic data is effectively utilized to enhance student outcomes.  
 
ESSENTIAL FUNCTIONS: 
Vision and Leadership Support 
  • Guide school site leaders on Assessment and Special Programs compliance requirements 
  • Regularly communicate Multi Language Learning (MLL program updates, changes to key stakeholders, and hold monthly meetings to update school sites on ELPAC/RFEP, training for initiatives, and other crucial MLL information.
  • Communicate Assessment program updates and changes regularly to key stakeholders and hold monthly meetings to update school sites on training.
Multi-Language Learning Instructional Programming and Compliance 
  • Develop and monitor ELD (designated and integrated) instructional programming across K-12 sites in collaboration with school leaders, ensuring alignment with the California English Language Development (ELD) standards and state compliance requirements through a strategic planning process.
  • Created and led instructional professional development training to build the capacity of teachers and school leaders on specific ELD instructional practices.
  • Write and communicate Regional and Site-based MLL compliance documentation, including LCAP, annual authorizer documentation, and charter renewals.
  • Support the implementation of all compliance-related tasks for Multi-language Learners (ie, ELPAC, RFEP, ELAC).
  • Review and guide school site LCAPs and school site plans pertaining to ELD.
  • Monitor region-wide and site-level advisory committees (e.g., DELAC, ELAC) to ensure compliance and gather input to maximize program effectiveness. 
Assessment Strategy and Implementation 
  • Develop and lead a comprehensive assessment strategy that aligns with organizational goals and state requirements.
  • Through an intersectional lens, analyze assessment data in relation to Aspire’s values, focusing on supporting student growth and addressing the needs of marginalized and disenfranchised students, with an understanding of their intersectional identities, to inform and develop strategies that address these needs.
  • Manage and maintain the organization-wide assessment calendar to ensure the timely administration of assessments across all schools.
  • Ensure the assessment windows align with Board reporting deadlines and communicate any necessary changes with Home Office Operations.
  • Collaborate with school leaders to ensure assessments are administered consistently and in compliance with internal protocols and external regulations.
  • Support schools in achieving a minimum of 95% assessment completion and monitor progress to ensure accountability and transparency.
 
Data Compliance and Reporting 
  • Monitor compliance with state, federal, and charter authorized regulations, including data submissions to the California Department of Education and other regulatory bodies.
  • Oversee compliance processes for Multilingual Learner (MLL) programs, including Reclassification to fluent English proficient and English Language Proficiency Assessments for California.
  • Manage academic data reporting and analysis, ensuring timely, accurate, and clear communication of results to the board and other stakeholders.
  • Report all assessment data to authorizers and stakeholders, maintaining data integrity and compliance.
  • Track and ensure compliance with all state and federal reporting requirements, including the submission of key data metrics and performance indicators to authorizers, the California Department of Education, and other regulatory bodies.
 
Data and System Management 
  • Manage assessment systems to ensure accurate data collection, reporting, and compliance, with a focus on instructional and operational needs.
  • Create and improve protocols for assessment administration and data management, ensuring that systems are efficient and reliable.
  • Develop academic data visualizations and reports that provide actionable insights for leadership and guide instructional decision-making.
  • Train and support school leaders, coordinators, and staff in the effective use of assessment systems, data analysis, and best practices for data management and analysis.

  • This position may also require periodic travel to school sites to interact with school leaders.
  • Perform other related duties as required and assigned. 
 
QUALIFICATIONS 
 
Competencies: 
  • The Program Manager, Assessments and Special Programs Compliance must share Aspire’s commitment to dismantling systemic racism and integrating the three A’s (antiracism, academics, agency) into every aspect of the region’s educational system, as well as their role. Strong understanding of California and federal regulations related to TK-12 education, including compliance reporting requirements. Familiarity with assessment tools and platforms (e.g., i-Ready, CAASPP) and data management systems.
  • Excellent organization skills to manage multiple tasks, deadlines, and compliance requirements.
  • Strong verbal and written communication skills for effective reporting, training, and collaboration with various stakeholders.
  • Ability to provide training and support to school-based staff and leaders.
  • Proven experience integrating antiracist, equitable, and inclusive practices within one’s scope of work.
 
Minimum education level: 
  • Bachelor’s degree in Education, Data Management, or a related field.
  • BCLAD and CLAD certification (preferred)


Experience Required: 
  • At least 3 years of experience teaching (K-12); focus on teaching ELD (Designated and Integrated)
  • Experience with assessment management, data analysis, or educational compliance. 
  • Experience within the K-12 education sector is preferred.

Work authorization requirements:
  
  • Clear the Department of Justice background screening
  • Authorized to work in the United States
  • Provide health (TB) clearance (renewed every four years)
