APCO Worldwide - a leading global communications and strategy consultancy - is seeking a Talent Acquisition Specialist to join our Asia Human Resources team in a newly created position. The role will be based in Shanghai and will report to our Senior Global Talent Acquisition Partner based in London and on a dotted line to Senior Human Resources Business Partner, Greater China, and Japan. 


The Talent Acquisition Specialist will manage multiple openings for vacant positions across Asia, with an immediate focus on growth and replacement hires in Greater China and Japan.


Ideally, we are looking for someone with prior experience recruiting for roles in PR and Communications, consulting, and media industries.




  • Manages full lifecycle recruiting junior- and middle-level positions:
  • Creatively sources candidates via LinkedIn, job boards and partnerships (working with hiring managers to draft JDs, manage tasks etc.)
  • Conducts phone screen interviews, sets up interviews, and manages the feedback process for candidates
  • Negotiates and prepares offers
  • Checks candidate references
  • Makes recommendations on hiring decisions
  • Partners with hiring managers to understand short- and long-term needs across the business to identify passive and active candidates and over time build strong candidate pipelines in APCO core areas including corporate communications, public affairs, healthcare, and tech
  • Partners with Finance, Resourcing and HR team to forecast quarterly and annual hiring needs by office
  • Ensures a positive candidate experience by maintaining regular contact with candidates throughout their interview process
  • Supports our Global D&I initiatives through STAR-method interviewing, partnerships with organizations/universities/industry bodies and continues to think of new methods to make our recruitment process fairer and more accessible to all
  • Support on employer branding activity for the region and contributes to global employer brand initiatives
  • Expands and leverages external networks; builds relationships with professional groups and educational institutions and promotes APCO employer brand 
  • Works alongside global HR/talent acquisition team to report on current openings, time to hire, time to fill, and acceptance rates 
  • Coordinates and collaborates with the global talent acquisition team to optimize sourcing, networks and enhance candidate engagement  
  • Support on Asia internship programs and in time may run this across Europe
  • Partners with other team members to identify process improvement opportunities  
  • Actively engages with the global resourcing team and global mobility to track interest and availability of internal talent for Europe-based roles 
  • Stays current and proactive in identifying the latest best practices and developments in talent acquisition, including appropriate technology and social media tools 


Requirements & qualifications:


Education: Bachelor’s degree or above from an accredited college or university preferably in business management, human resources management or other relevant concentrations



  • Demonstrated success in previous recruiting roles, particularly, in building strong candidate pipelines in China or Japan with minimum 2 years of experience,
  • Prior experience in professional services or agency environment preferred


Core Skills:

  • Ability to work in a fast-paced environment under tight deadlines and experience of managing a high volume of requisitions 
  • Demonstrated ability to deploy effective tools and practices to successful talent sourcing and acquisition
  • Proven track record of delivering strong candidates for critical projects, and vacant positions in a global firm 
  • Good understanding of behavioral and case interviewing techniques
  • Collaborative team player who also has the ability to work independently, take initiative, and set priorities
  • Demonstrated ability to recruit talent, think analytically, and develop creative solutions, especially for difficult candidate searches

Languages: Native Chinese mandarin; Proficient Japanese (JLPT-N2); Proficient English in speaking and writing



Office environment:


The position will be based in APCO’s Shanghai office working alongside approximately 30 Chinese and international colleagues and a staff of more than 50 people across Greater China. Domestic and occasional international travel is a requirement of the job.
