Position Description: As a program manager on our team, you’ll design, implement, and maintain impactful programs by guiding a multi-disciplined team in the successful execution and sustainment of several software applications. Your client will trust you to organize and coordinate program objectives, while your team will look to you for direction as they navigate requirements, budget constraints, and staffing challenges. As an authority on the account, you’ll identify opportunities to grow the business by supporting your client’s mission. You’ll also broaden your expertise in problem management, strategic planning, reviewing contracts, and more. Required Qualifications:
- 10+ years of experience as a Program Manager or Project Manager managing programs and contracts of similar scope, type, and complexity
- Demonstrated experience in requirements analysis, resource allocation, project costing, deliverable tracking, schedule management, financial monitoring, and reporting
- At least 1 year of demonstrated experience managing and controlling funds and resources using complex reporting mechanisms, including Earned Value Management (EVM)
- Direct experience managing multi-task contracts and subcontracts of varying size, scope, and complexity
- Experience leading in a multi-vendor and subcontractor environment
- Strong working knowledge of FAR, DFARS, DoD 5000 series guidance, and ICD 901 policies
- Experience allocating staffing, facilities, and budgets across a complex government contract
- Experience reviewing and approving earned value data, Estimate to Complete (ETC), funds and man-hour expenditure reports, and other financial reports
- Experience managing and allocating management reserve within contractual limits
- Demonstrated ability to ensure cross-functional and cross-discipline integration across the contract to meet government requirements
- Experience developing, reviewing, and proposing an Integrated Program Baseline (IPB) or resource-loaded schedule to the government
- Experience with program risk management, including risk mitigation planning and budget allocation
- Experience preparing and presenting program management reviews, status reviews, and other formal briefings to government leadership
- Experience reviewing financial and technical reports prior to release to the government
- Proven ability to communicate issues, risks, and solutions to government stakeholders in a timely, accurate, and transparent manner
- Experience ensuring compliance with contractual, regulatory, and administrative requirements in coordination with contracts staff
- Active PMP certification required
- Active Full Scope Polygraph required
Desired Qualifications:
- Experience supporting statutory acquisition reports and responses to Congressional Questions for the Record
- Experience coordinating engineering change proposals and value engineering proposals for government review
- Experience providing contractor input to QASP reviews and award fee evaluations
- Prior experience working with higher-level Program Managers in large, complex contract environments
- Strong customer engagement and relationship management skills in support of government mission objectives
- Experience supporting the recruitment, onboarding, and training of direct and indirect program staff
