Description
• Provide leadership and strategic direction to project and program management staff, overseeing programs consisting of 30+ technical resources.
• Plan, initiate, and manage complex IT programs and projects from initiation through delivery, ensuring alignment with business goals and technical requirements.
• Lead cross-functional teams including cloud engineers, developers, network engineers, systems administrators, security specialists, and enterprise service desk staff.
• Manage the full lifecycle of engineering and IT projects, including scoping, planning, execution, monitoring, and closure.
• Oversee migration of legacy applications to secure cloud environments while supporting scalable cloud architectures and modern engineering practices.
• Guide technical teams implementing cloud-native solutions, CI/CD pipelines, automated testing, containerized environments, and microservices architectures.
• Ensure cohesiveness across operational tiers including service desk, infrastructure, engineering, and application teams to support efficient service delivery.
• Establish and maintain program governance, reporting frameworks, and performance metrics to ensure visibility into program execution.
• Develop and implement cross-project reporting standards and ensure consistent status reporting across projects and teams.
• Ensure all projects adhere to corporate quality management frameworks, industry best practices, and established program governance processes.
• Identify risks and issues, manage mitigation strategies, and serve as the escalation point for project and operational challenges.
• Monitor program schedules, milestones, and deliverables to ensure deadlines, performance standards, and cost targets are achieved.
• Manage program financial performance including budget planning, cost control, staffing forecasts, and profitability (P&L) management for task orders.
• Prepare executive-level reports, program reviews, and technical briefings for senior leadership and customers.
• Coordinate program activities with internal teams, external partners, and government stakeholders.
• Provide technical guidance and recommendations to senior leadership regarding infrastructure, cloud architecture, and modernization strategies.
• Manage staffing, recruiting, workforce planning, and career development for project and program staff.
• Mentor and coach project managers and technical leads to ensure strong program execution and leadership development.
• Lead Agile and ITIL-based service delivery operations supporting enterprise service desk environments.
• Oversee IT support services including network engineering, infrastructure operations, systems administration, cybersecurity, call center operations, desk-side support, and enterprise applications.
• Drive continuous improvement initiatives to enhance operational efficiency, service quality, and customer satisfaction.
• Maintain and strengthen customer relationships to support long-term program success and growth opportunities.
• Travel as required to support program operations and stakeholder engagement.
• Eight (8) or more years of experience managing IT projects including planning, execution, scheduling, and cost control.
• Six (6) or more years managing enterprise service desk or IT operations teams utilizing Agile and ITIL methodologies.
• Demonstrated experience managing large technical teams of 30+ personnel.
• Experience leading technical programs involving cloud platforms, application development, infrastructure operations, and DevOps practices.
• Experience managing engineering teams delivering scalable APIs, cloud infrastructure, and automated deployment pipelines.
• Proven ability to manage program budgets, staffing plans, and contract performance.
• Strong experience coordinating between technical teams and business stakeholders to translate requirements into deliverable solutions.
• Experience preparing program reports, executive briefings, and performance metrics for leadership and customers.
• Public Trust eligibility.
• Project Management Professional (PMP) certification from the Project Management Institute.
• ITIL 4 certification.
• Help Desk Institute Support Center Manager certification.
• Experience supporting federal cloud environments and compliance frameworks such as FedRAMP.
