DATA QUALITY SPECIALIST

 

CONTRIBUTING TO THE CMPA

In collaboration with all CMPA departments, the Technology, Analytics, and Privacy group (TAP) leads several enterprise management processes. The core functions include business capability enablement, cybersecurity, information systems management, privacy management, records and information management, business intelligence, data governance, and advanced analytics.


The Data & Business Intelligence (BI) team oversees all infrastructure that supports the data analysis and data management of CMPA business information while enabling data governance teams federated across the CMPA. BI administers and maintains analytical systems and maintains an enterprise data warehouse that provides historical, current, as well as predictive views of business operations. The team services all internal users with traditional report development and distribution, complex custom ad-hoc information requests, as well as supports the needs of other analytics teams by providing and regularly updating data subsets.

 

POSITION OVERVIEW

Reporting to the Manager, Data and Business Intelligence and working closely with the BI Architect, data management team, and the AI and Advanced Analytics team, the Data Quality Specialist plays an integral role in managing the quality of data at the Association, with a focus on ensuring the AI-readiness of unstructured datasets and supporting the provisioning of data to novel AI initiatives. This role provides expertise in data quality improvement, supports data management and data stewardship quality improvement activities, and supports other projects within the Technology, Analytics and privacy group portfolio that look to improve data quality and/or meet regulatory and/or compliance requirements.

 

The Data Quality Specialist leverages industry best practices and their deep knowledge of data quality management fundamentals to lead data quality improvement efforts in collaboration with data stewards and teams across the Association that are responsible for the collection of, maintenance of, and/or creation of data. Responsible for the design, automation, and implementation of data quality solutions, the Data Quality Specialist leverages modern technologies to support the Association’s ability to improve structured and unstructured data.

 

POSITION ACTIVITIES

Data Quality Improvement

  • Performs needs assessment, gap analysis, and data analysis on a variety of datasets
  • In collaboration with the data management team, supports discussions, vendor selection, and the implementation of solutions and the acquisition of new data and/or changes to data, ensuring the maintenance of data quality throughout
  • Supports data stewardship activities and projects and is a member of the Data Stewardship Committee
  • Leads activities to resolve data issues with key CMPA stakeholders (data stewards, data owners, source system experts, and knowledge experts)
  • Leverages expertise and industry knowledge to plan future data quality management initiatives and collaborates with the data management team in creating related standards, processes, and/or procedures and establish best practices for data integrity, accuracy, and compliance with data standards
  • Automate data quality validation and reporting processes to ensure continuous monitoring and rapid detection of issues
  • Participate in data governance initiatives and data quality processes, including data validation, cleansing, enrichment, de-identification (or anonymization) and lineage tracking, ensuring success via monitoring and reporting activities communicated via operational and/or strategic reporting processes
  • Support the implementation and maintenance of data glossaries, data dictionaries, metadata management processes, and data quality policies and rules

 

Data Transformation

  • In collaboration with the BI Architect, support data transformation activities with a focus on data quality and quality controls, such as;
  • Design, develop, and maintain ETL (Extract, Transform, Load) processes to efficiently move data from various sources to target systems
  • Clean, standardize, and enrich raw data through data transformation logic
  • Continuously monitor ETL job performance
  • Document data flow designs, technical specifications, and operational procedures
  • Build and maintain data warehouses, data lakes, or data marts
  • Develop methods for ingesting and analyzing large datasets from structured and unstructured data sources (e.g., text, logs, JSON, NoSQL).
  • Provision high quality AI-ready data to the Business Analytics team, focused on novel AI solutions leveraging large amounts of unstructured data

 

Other Activities

  • Collaborates with BI team members, data stewards, ITS team members, and data analysts to achieve objectives; partners with Information Security and Privacy teams to ensure appropriate data security and privacy policies and appropriate access to data
  • Supports the training of users on data quality and the AI-readiness of data
  • Provides input into the project plan and schedule throughout the life cycle of a project
  • Remains vigilant of industry and technological changes to improve knowledge and working skills related to areas of expertise and new technologies
  • Ensures smooth and timely integration of new data quality management technologies and solutions
  • Maintains knowledge of CMPA business processes and business rules and industry best practices

 

EDUCATION AND EXPERIENCE

  • 4-year bachelor’s degree preferably in computer science or a related field of study, relevant professional designation(s) with a mix of post-secondary education and experience an alternative
  • Minimum of 7 years of relevant and progressive experience with a minimum of 4 years of data quality management experience
  • Professional designation as a Certified Business Intelligence Professional, Certified Data Management Professional, Certified Data Professional, or Project Management Professional is considered an asset
  • Experience in both structured (SQL databases, data warehouses) and unstructured data (text, logs, JSON, NoSQL, documents, images, etc.)
  • Strong SQL and Python coding skills are essential; Oracle, PL/SQL, and other scripting experience are considered an asset
  • Experience interacting with all levels within an organization
  • Experience working in cross-functional teams in a project-based environment
  • Experience leading the development and delivery of successful data quality management solutions
  • Experience formulating data quality rules and a strong understanding of data quality principles, practices, and tools for data profiling, validation, and cleansing
  • Strong understanding of machine learning and statistical analysis approaches and methodologies
  • Strong understanding of business processes (Finance, Customer Relationship Management (CRM), Risk Management, and Corporate Performance Measurement)
  • Experience working with cloud-based technologies; Workday and/or SugarCRM experience
  • Experience working with data transformation tools, such as Informatica

 

SKILLS AND ABILITIES

  • Strong verbal and written communication skills in English
  • Ability to lead cross-functional project teams and provide guidance to other team members
  • Ability to communicate effectively in a group setting or one-on-one to explain complex concepts clearly to both technical and non-technical team members and to instruct others in the use of new data, technology, and/or processes
  • Ability to maintain high productivity amidst competing priorities and tight timelines; strong time management and organizational skills
  • Ability to foster a positive and collaborative team environment
  • Ability to identify inefficiencies in existing practices and develop/implement improvements
  • Strong ability to work with unstructured data, including handling text data, logs, and other semi-structured formats
  • Strong analytical and problem-solving skills with the ability to interpret analytical results and report findings in a meaningful way to the intended audience
  • Strong understanding of emerging AI technologies, such as Large Language Models is essential

 

POSTING DETAILS

  • Job type: This is a regular full-time opportunity.
  • Salary range: $100,400 - $134,300 – this role is classified as a level 9
  • Location: Fully Remote - working from a home-based office anywhere in the provinces of Ontario and Québec
