Summary of Professional Functions
:

The Behavioral Health Clinical Director partners in the leadership of a fully care-integrated clinic with the regional directorship. Provides supervision, guidance and training to clinic staff, directly supervises clinical staff and works closely with administrative leadership. This position works closely with administrative staff to ensure optimal operations. This position directly oversees clinical staff and works closely with clinic administrative staff. This position provides leadership that aligns with agency belief and values in mental health recovery and hope to individuals diagnosed with mental illness. Leads staff recruitment, selection, hiring, retention and professional development of Article 31 Clinics. This position coordinates closely with Urgent Care and Mobile Response Teams towards engaging and creating stability in longer term treatment

 

ESSENTIAL FUNCTIONS

  • Inspires staff to work intensively with high-risk clients towards preventing suicide, overdose or premature death from causes correlated with behavioral health diagnosis.
  • Teaches role models and inspires excellence in client engagement and satisfaction.
  • Inspires and leads staff to conduct both evidence-based assessment and practice for adults with mental illness and those in dual recovery, driven by client preferences and accurate and thorough assessment.
  • Ensures that access to clinic services is timely and appropriate to the needs of the people we serve.
  • Ensures that treatment has a beginning, middle and end phase, including an emphasis on planned termination, beginning with initial assessment.
  • Ensures that clinician caseloads are engaged and active, and that clients are provided the proper visit frequency for current phase of treatment.
  • Provides leadership for integrated care initiatives and partnerships with FQHCs and regional collaborations, such as the IPA and PPS’s.
  • Ensures that risk is well assessed and well managed, including behavioral health, physical health and environmental risk factors, this includes:
    • Systematic assessment with validated measures
    • Consistent use of the electronic health record and agency reports to systematically monitor risk management and client outcomes, and
    • Provision of reports to supervisors to ensure data-driven supervision of risk and progress.
  • Ensures all behavioral health services meet or exceed Medicaid, Medicare and other federal, state and local standards.  Ensures that the clinic meets state and CARF accreditation standards at the highest level. 
  • Collaborates with the other formal leaders within the agency.
  • Implements agency administrative initiatives, including daily management systems and clinical huddles.
  • Trains all clinical staff, using a documented curriculum and assesses trainee competency using documented testing.
  • Ensures the fiscal sustainability of outpatient behavioral health services.
  • Ensures high quality documentation is provided by clinical staff, which results in timely billing. This includes systematic collaboration with IT to report on documentation errors, as well and coordination of documentation correction by clinical staff.
  • Meets or exceeds agency Key Performance Indicators related to the department, as defined yearly.

 

SCOPE OF RESPONSIBILITIES

Leadership

  • Leads a clinic team, including therapists and peers. Collaborates with administrative staff. Leads and documents department clinical and administrative supervision.
  • Provides supervision of agency Senior Therapists’ clinical and administrative oversight efforts.
  • Leads and documents clinic administrative and clinical supervision meetings.

 

 Budget Responsibilities

  • Ensures that services are provided at a level that allows for clinic meeting revenue budget.
  • Ensures that staffing is allocated and maintained in a manner that is within parameters of the budget.

 

ADDITIONAL RESPONSIBILITIES

  • Represents the clinic in committees of the organization, including incident review, corporate compliance and other clinical committees as needed by agency leadership.

Education Required:

  • Licensed Clinical Social Worker or Licensed Psychologist preferred.

PREREQUISITES FOR THE JOB

  • Expert skill and experience in directing, guiding, teaching and leading clinical staff.
  • Deep belief in Mental Health Recovery and Person Center Planning.
  • Extensive knowledge of evidence based practices including treatment modalities, diagnosis, assessment and crisis intervention techniques.
  • Proven ability to recruit, train, promote and motivate personnel in order to establish staffing to accomplish service delivery with fiscal responsibility.
  • Demonstrated ability to analyze and interpret productivity, quality of care and outcome data to improve service delivery.
  • Excellent written, oral, interpersonal and presentation skills.
  • Extensive knowledge of rehabilitation and behavioral health treatment service delivery. 
  • Excellent conceptual, analytical and organizational skills. 
  • Inspires and leads staff to pursue expert training in Evidence Based practices for children and adults with mental illness and those in dual recovery.
