POSITION: TRIBAL RELATIONS PROJECT MANAGER

CLASSIFICATION CODE: EXEMPT FULL TIME

DEPARTMENT: TRIBAL RELATIONS

REPORTS TO: TRIBAL RELATIONS DIRECTOR

 

STATEMENT OF JOB: The Tribal Relations Project Manager is responsible for a range of functions to improve and coordinate behavioral health services for American Indians and serves as a single point of contact (liaison) for tribal nations/entities and Integrated Health Homes (IHHs) SHCA network providers, members and other stakeholders in SHCA’s six county region.  Responsibilities include addressing issues related to tribal structure and organization, promoting services and programs to improve the health of American Indian members including coordination of care, developing and implementing initiatives; fostering and serving as liaison for inter-agency collaboration and agreements with tribal entities, members, providers and stakeholders; and for providing technical assistance, oversight and reporting of tribal programs and services. This position requires the employee to reside within the assigned Geographical Service Area in Greater Arizona.

 

DUTIES AND RESPONSIBILITIES:

  1. AHCCCS-Aligned Job Duties for Tribal Relations Project Manager
  2. Develop collaborative relationships with Indian Health Services (IHS), Tribal 638 providers, and Urban Indian health programs (I/T/U) within the assigned GSA for care coordination, including regular meetings and data sharing.
  3. Facilitate face-to-face or virtual care coordination meetings with American Indian children in residential treatment centers off tribal land to maintain communication with their tribal community.
  4. Coordinate with tribal, county, and state service and legal systems, including IHS and 638 facilities, on involuntary commitment processes for American Indian members.
  5. Collaborate with Tribes to deliver mobile behavioral and physical health services within tribal lands.
  6. Improve communication and health outcomes by supporting Health Information Exchange (HIE) utilization with AHCCCS, IHS, and 638 tribal facilities.
  7. Provide or coordinate training and technical assistance for tribal and provider staff, including topics on tribal sovereignty, COE/COT processes, and cultural competency.
  8. Partner with tribes and educational institutions to develop and enhance telemedicine, telepsychiatry, tele dentistry, and telehealth capabilities on tribal lands.
  9. Support development and coordination of crisis and post-crisis services, including continuity of care from tribal court involvement to discharge.
  10. Identify service delivery gaps among IHS and 638 Tribal Facilities and develop mitigation strategies in collaboration with tribal partners.
  11. Submit required Tribal Coordinator Reports detailing enrollment numbers, care coordination efforts, service access, and quality outcomes related to American Indian members.
  12. Participate in forums and coordination meetings with IHS and 638 Tribal Facilities at least semi-annually to enhance service delivery.

  1. Plans and implements network development activities to expand and enhance behavioral health services for American Indians.
  2. Meets on a monthly basis to discuss with the AHCCCS tribal liaison and Tribal Contract Administrator, AHCCCS tribal liaison and American Indian Health Care program coordinator to discuss tribal care coordination.
  3. Travels throughout the state of Arizona and Utah as needed for job related responsibilities.

  8. Develops and implements plans and programs, writes reports and deliverables as required by contract.
  9. Serves as the single point of contact regarding delivery of behavioral health services and other issues concerning American Indians.

From the Tribal Relations Coordinator ABHS Job Description:

  1. Liaise with federal, state, and local government representatives/community stakeholders regarding behavioral health programs and services. 
  2. Liaise with federal, state, and local governments along with ABHS Tribal Relations and Clinic Director to ensure client and employee needs are met.
  3. Attends external events on behalf of WMABHS and works with staff of ABHS, White Mountain Apache Tribe, Indian Health Services, Arizona Health Care Cost Containment System (AHCCCS) and other pertinent regulatory authorities to promote and further all facets of WMABHS’s behavioral health programs and services, including communications and meetings with organizations, businesses, and stakeholders.
  4. Serves as a conduit to bring information from WMABHS to tribal representatives/stakeholders and to bring suggestions, questions, and concerns back to WMABHS from the tribal community.
  5. Assists WMABHS staff, including senior level management, in the analysis of existing department programs and policies and recommends changes to effect better service to the tribal population.
  6. Coordinates resource requirements to engage in effective short and long-term planning to ensure progressive and effective AI/AN related operation. 
  7. Coordinates agency presence at events, conferences and meetings that advance tribal cultural/education opportunities.
  8. Assists with the development of culturally appropriate materials for training and clinical support.
  9. Provides explanations and information to WMABHS staff on complex tribal issues.
  10. Abide by all applicable policies, procedures, and program standards of ABHS, White Mountain Apache Tribe, Indian Health Services, Arizona Health Care Cost Containment System (AHCCCS) and other pertinent regulatory authorities.
  11. Conduct outreach, facilitate access to healthcare services and provide informal counseling/education/support in accordance with the Arizona Health Care Cost Containment System (AHCCCS) guidelines for mental health. Ability to demonstrate a high degree of flexibility and competence in adjusting to clientele with varying degrees of traumatic experiences and complex psychological presentations.
  12. Ability to address a variety of diverse spiritual, emotional, and social needs in multiple environments of an often-high-risk population, using a trauma-informed care approach while maintaining a high degree of professionalism and cultural awareness.
  13. Facilitates engagement of clients and their families in appropriate healthcare services.
  14. Collaborates with court/probation, tribal/community agencies, families, and other natural support systems to ensure client’s needs are met. Develops a strong working relationship with community partners.
  15. Provides services at the clinic, in the community, children’s/adult shelters, residential facilities, hospital settings and in client’s homes to ensure client obtains all benefits and services necessary.
  16. Participates in multi-disciplinary meetings to advocate for client and community to coordinate consistent and timely provision of services.
  17. Ability to maintain client records in accordance with HIPAA, AHCCCS, ABHS, Federal, State, Tribal, and local requirements.
  18. Maintain ethical policies and guidelines as outlined in accepted State ethics laws, rules, policies, and principles and as outlined in discipline-specific code of ethics.
  19. Provide a positive role model to clients and staff through leadership, self-discipline, and genuine care for the treatment and recovery of clients. All clients and staff members must be treated with dignity and respect.
  20. Participation in all required ABHS training.
  21. Reports/attends work in timely manner. Must be reliable and communicate directly with supervisor in all matters of attendance.

MINIMUM QUALIFICATIONS:

 

Education:  

  • A Master’s degree in a behavioral health related field required

Years of Experience: 

  • Two years’ experience working in the behavioral health filed with American Indian tribal entities and programs (Arizona preferred)
  • Two years’ experience with programs in the area of assignment such as such as health/behavioral health, managed care, tribal programs and services; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.

Specialized Knowledge: 

  • Knowledge and skills to understand, interpret, coordinate and collaborate on Arizona’s publicly funded behavioral health services for American Indians
  • Knowledge of AHCCCS and SCHA policies and procedures
  • Applied knowledge of Cultural Competency appropriateness.
  • experience working with Native Americans preferred.

 

  1. Excellent written and oral communication skills; ability to speak the Apache language preferred
  2. Demonstrate critical thinking, problem-solving and organizational and time management skills with ability to work independently, with flexibility within prescribed deadlines.
  3. Strong interpersonal skills with an ability to work effectively with a wide range of people, teams, managers, supervisors.
  4. MS Office proficiency and the ability to correctly operate a copier and fax machine.
  5. Valid Arizona Driver’s License and reliable transportation.
