Description

The Deputy Program Manager will assist the Program Manager withall phases of programs from inception through completion. Responsible for the cost, schedule, and technical performance of company programs or subsystems of major programs. Participates in negotiating contract and contract changes. Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Acts as primary customer contact for program activities. Leads program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business and/or expands business with the customer. Establishes milestones and monitors adherence to master plans and schedules. Identifies program problems and obtains solutions in areas such as resource allocation or changing contractual specifications. Directs the work of technical and administrative employees assigned to the program. Critical, major program of high risk and technical complexity. Requires developing and coordinating new program plans or delivery methods with little precedence for coordination across distinctive technologies or customer. Program serves multiple customers and requires developing and coordinating program requirements with several subcontractors across distinct technology areas. Program is centered at one primary geographic location with one or more remote sites. Multiple technical specialties are represented by the employees directly assigned to the program. New technologies requiring coordination of applications across program requirements. Develops solutions to complex problems that require the regular use of ingenuity and creativity. Significant future growth represented in several discrete, developing components. Long-range forecast is projected to continue for seven or more years. Ability to see and read computer screens, concentrate for long periods, and remain in a sedentary position. Requires sitting for long periods. Ability to communicate via computer and telephone.

Minimum Qualifications:

BS/BA + 10 years' + 5 years' P/M, MS/MA/MBA preferred; Needs a Project Management Professional (PMP) or equivalent and an ITIL certification. Active Top Secret Clearance required.

Preferred Qualifications:

Deputy Program Manager who'll provides technical/management leadership for a CONUS/OCONUS IT enterprise contract with major tasks or technology assignments. Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge. Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management. Decision making and domain knowledge may have a critical impact on overall project implementation.  Might supervise others.
