About the Job

STG, Inc. is seeking an Program Orders & Execution Manager (POE) to add to its team in support of the U.S. Army Corps of Engineers.  This position is located in Huntsville, Alabama.  The Program Orders & Execution Manager (POE) responsible for growth of Program revenue and service opportunities through the support of and direction of Program personnel to leverage when ordered services.  In addition, the POE Manager will provide proper life-cycle project management oversight (to include cost control and delivery) of ESRs, when ordered services, and other operational projects as determined to be necessary to support the success of the Program. 

Key Responsibilities

  • Oversees Program Project Management efforts in acting as supervisor to IT Infrastructure Project Managers.
  • Supervises all technical and proposals-based efforts in support of when ordered Program services, including acting as supervisor to Proposal Manager and technical writers assigned to assist in the creation of when ordered proposals.
  • Develops a sustainable and robust rapport with District and Division IT Chiefs so as to partner at earliest stages with these individuals in order to uncover and/or identify new opportunities for services to be provided by the Program.
  • Ensures that all necessary resources are available the delivery of when ordered services at time of receipt, even during surge periods.
  • Responsible for developing a methodology for tracking cost as well as opportunities gained for regular reporting to Program Senior and Executive Leadership as well as to the customer, when appropriate.
  • Manages Profit & Loss as well as area expenses for the divisional labor center.
  • Provides leadership direction and mentoring to Project Managers, Proposal Manager other subordinate staff members as well as conducting all evaluations, goal planning approvals, and necessary employment activities in regard to these roles.
  • Acts as coach and divisional leader for all activities, to include: evaluations, goal development, service/performance oversight, and employment-based actions, of those Program Personnel reporting to POE Manager.
  • Define, monitor and improve the efficiency of the IT Solutions ‘Design Factory’ for product developments and customer solutions.
  • Participate in the definition and adoption of Architecture Maturity Model frameworks and governance mechanisms.
  • Deliver recognizable value through development of innovative yet pragmatic E2E IT Solutions Architecture and Design models that bring structure and definition to large complex customer solutions across a range of product portfolios; ensuring the appropriate balance of short term and strategic solutions is maintained
  • Provide design and thought leadership, with effective delivery of new business capabilities enabling products and customer’s solutions.
  • Develop and maintain effective collaborative working relationships across relevant organizational functions within the Program as well as with its customer partners to make sure solutions meet requirements, agreed quality criteria, follow recognizable best practice techniques, align to documented wider IT Enterprise Architecture strategies and roadmaps, and deliver estimated cost and delivery timescales which can be fulfilled by downstream IT Domain Delivery teams.
  • Work with other Program leadership to drive a more efficient architecture and design methodology across the wider team.
  • Work with all Business stakeholders to set and agree challenging objectives, ensure deliverables are properly scoped, time-managed & achieved.
  • Create a culture of delivery success and be an inspirational leader able to motivate others and deliver success against challenging criteria

Minimum Qualifications

  • Bachelors degree from an accredited college or university in Business Management, Information Technology, Systems Engineering, or a related field.
  • 8+ years of technical program related experience in a government contracting environment.
  • Ability to understand a wide range if IT disciplines in enough detail to communicate effectively with experts in those areas.
  • Knowledge of application capabilities, integration, data design methodologies, and industry best practices.
  • Ability to balance short term vs. strategic solutions to cater to conflicting demands.
  • Active Secret clearance.
  • ITILv3
  • PMP

Preferred Qualifications

  • 15+ years of technical program related experience in a government contracting environment.
  • Masters degree from an accredited college or university in Business Management, Information Technology, Systems Engineering, or a related field.
  • Website development knowledge and experience.
